About SUPERVISORY IT SPECIALIST (POLICY AND PLANNING)

  Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will be engaged in planning, development, procurement, testing, integration, installation, utilization, modification, management, troubleshooting, and maintenance of SIPRNET and NIPRNET network services to support the installation. You will perform all functions involved in the long-range and short-range planning for the delivery of network services throughout the region by developing project Plans of Action and Milestone. You will provide direction, guidance, and develop policy for local telecommunication network and system operating units, centers, or network control facilities. You will develop a variety of correspondence, e.g. command orders, directives, standard operating procedures, etc. You will promote safety, cost reduction, incentive awards, and suggestion program, conduct position management reviews and management analysis to improve the efficiency and effectiveness of operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying and developing data required for use in the planning and implementation of IT policy initiatives in support of development programs; Participating in the development and documentation of long- and short-range policy planning efforts; coordinating activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees. In addition to the specialized experience above, your resume must include information technology related experience which demonstrates each of the following four basic competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Completes work independently and accurately, even in tight deadlines and quick turnaround periods; reviews work completed by others. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Problem solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging others when developing solutions to understand and incorporate multiple perspectives and needs. Additional qualification information can be found from the following Office of Personnel Management website: GS-2210: Information Technology Management Series (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. 1) This position is designated NONCRITICAL SENSITIVE/INFORMATION TECHNOLOGY (IT) II. The applicant/incumbent must be able to obtain and maintain a "Favorably Adjudicated" Access National Agency Check with Inquiries (ANACI) with Secret Security eligibility. This requires submitting a new ANACI Personnel Security Investigation (PSI) every 10 years. Failure to successfully meet the Secret Security Clearance eligibility requirement is grounds for removal. 2) This position has been designated as a Cyber IT/Cybersecurity Workforce (CSWF) position in specialty area of Operate and Maintain - Systems Administration (DCWF Code 752), and, as a condition of employment, incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include: Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) within 6 months of appointment. 3) Misuse of Government IT systems is cause for disciplinary action, including removal. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
