Summary As a Supervisory IT Cybersecurity Specialist (INFOSEC), you will serve as the supervisor of a team of WAPA's technical experts on cybersecurity and provides leadership, technical expertise, coaching, and guidance to WAPA project teams on cybersecurity issues, risk analyses, and plans. *This is not a remote position. The selectee will be required to be physically present at one of the following duty location(s): Lakewood, CO Loveland, CO Folsom, CA Phoenix, AZ Billings, MT Responsibilities As a Supervisory IT Cybersecurity Specialist (INFOSEC), you will develop and maintain agency-wide cybersecurity policies, procedures, and standards. The nature of the work predominantly involves problems and issues that cross regional boundaries and are WAPA-wide in scope, requiring the employee coordinate with and/or manage agency-wide teams. You will be responsible for: directing broad projects/studies requiring team effort to resolve difficult problems related to cyber security. Supervising a team of IT Specialists and providing technical oversight of onsite contracted cyber security efforts and workers. Ensuring that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated to the team's strategies, goals, objectives, work plans and work products and services. Articulating and communicating to the team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Providing Cybersecurity Operations expert technical advice to senior management. Requirements Conditions of Employment Must be a U.S. Citizen or National. May be required to successfully complete a supervisory probationary period. Travel up to 50% is required; with overnight travel possible during all or part of that time. Qualifications You must meet both the Basic Requirement and Specialized Experience to qualify for this series as described below. BASIC REQUIREMENT Applicants must have IT-related experience demonstrating each of the four competencies listed below. Specialized experience for this position is defined as meeting ALL of the following items - specialized experience must be fully described in your resume to receive proper credit: Provides program direction and management for the cybersecurity operations services provided by the Cyber Security Team. Performs or directs detailed analysis of cyber security functions to be performed, interoperability of proposed cyber systems, infrastructure security requirements, security related software, and support requirements of personnel resources, facilities, and equipment. Considers ongoing projects, planned future projects, and capabilities and recommends acceptance/non-acceptance of new cyber security projects. Evaluates cyber program accomplishments and adjusts assignments as necessary to accommodate new or changing priorities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
