Duty Location: Weaverville, California Responsibilities -Serves as the Monitoring and Evaluation Branch Chief, coordinating the science-based adaptive management program for the Trinity River Restoration Program (TRRP) Office. -Oversees all modeling, monitoring, scientific analysis, and reporting aspects of the TRRP with primary responsibility for ensuring that science program results and knowledge are integrated into the adaptive decision-making processes of the TRRP. -Ensures that the science program is carried out in a manner that capitalizes on the expertise of core TRRP Office staff, Program partner staff, and the Scientific Advisory Board (SAB), while integrating the activities of the Program into the broader scientific community of river restoration efforts. -Works closely with the Executive Director of the TRRP to develop annual work plans, determine associated annual operating budget requests, and prepare recommendations for an annual program of work to the Trinity Management Council (TMC). -Improves and refines the science of the TRRP by working with partners to oversee a rigorous peer-review process and lead an adaptive management approach that informs the TMC on key restoration decisions related to TRRP implementation. -Provides leadership in the implementation and adaptation of the science program for the TRRP in accordance with the Trinity River Record of Decision (ROD) and other founding authorities, policies, and regulatory requirements. -Tracks project deliverables to ensure they meet program, bureau, and departmental standards and deadlines for submittal. Works with Program staff and partners to prepare statements of work for scientific studies and monitoring and technical evaluations of proposals. -Solicits technical input from stakeholder groups, regulatory agencies, the SAB, and the river restoration community. -Presents scientific findings, monitoring results, and proposed science program activities to the TMC, agency representatives, the scientific community, and the public. -Directs a group of professional scientific personnel in the performance of river restoration program activities. -Plans, schedules, assigns, sets, and adjusts short-term priorities for work activities. - Allocates work assignments based on priorities, considering the difficulty and requirements of assignments versus the capabilities of the staff. - Establishes performance standards, evaluates subordinates, and initiates employee recognition and training actions. Civil Engineering Discipline, GS-0810 A. Degree in professional engineering. Physical Science Discipline, GS-1301 A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In order to be rated as qualified for this position, the HR Office must also be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience managing large complex projects through planning, design and construction; applying project management concepts, methods and techniques in the development, coordination and execution of comprehensive project management plans (PMP) for complex water resource and infrastructure projects; monitoring technical teams throughout the project; Conducting briefings to senior level executives (SES or higher) related to project costs, schedule, and performance.
