Summary This position is located in the Executive Office of the President, Office of Administration, Office of the People Officer, HR Systems and Processing Division. The incumbent will serve as the Human Resource Information System (HRIS) Operations Manager. The incumbent will oversee and maintain internal database files, tables, codes, backup files, integrity, and security. Installs, implements, modifies, and upgrades software and applications to meet changing business and technology. Responsibilities As a Supervisory Human Resources Specialist (Information Systems), GS-0201-14, your typical work assignments may include the following: 1. Interprets and implements legislation, policies, procedures, and strategies regarding HR information system and services. 2. Serves as expert systems troubleshooter and provides authoritative HR systems advice to EOP components and DOD staff regarding challenging issues. 3. Serves as a primary point of contact for all customer service problems relating to OA management, staff and customers regarding complex personnel, payroll, and time and attendance (T&A) systems issues. 4. Researches specific subject matter areas, develops instructional materials and related curricula. 5. Assigns, directs, and evaluates work of subordinate employees to be accomplished by subordinates; set and adjust short-term priorities. 6. Writes queries, debug code and use various databases, and enterprise resource planning (ERP) products. 7. Works with HR applications and products, like integration technologies (Application Programming Interfaces (API), Java, web services etc.) to connect multi-vendor systems (Oracle E-Business Suite, Power-BI, Workday) to custom on-premise and cloud solutions. 8. Develops quality control criteria, profile reports, error control criteria, and various system queries to perform continuous review of HR information systems to maintain accuracy, control, and reliability of data. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-14 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector which includes:1-Intergrating technologies like APIs, Java, webservices etc. to connect multi-vendor systems like Oracle EBS to Power-BI to Workday to custom on-premise and cloud solutions; 2-Famaliarity Oracle Cloud, Amazon Cloud and tenant management experience; and 3-Conducting consultations by evaluating new enhancements and technology solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
