Summary The Incumbent serves as a Supervisory Human Resources Specialist (SHRS) with the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Human Capital Services (HCS), Office of Staff Operations (OSO) and serves under the leadership of the Assistant Director - Human Resources Operations. The incumbent leads the HCS Global Hiring Operations Strategy Team (GHOST). Incumbent assists in the development of goals and objectives that align with the HCS mission. Responsibilities Specific duties include: Responsible for coordinating and effectively managing the administrative, strategic, and technical controls over the functions and activities of the GHOST which includes the planning and execution of hiring fairs and other recruitment events nationwide. Works in collaboration with OSO, HRPMO, and HRC leadership in the areas of HR principles, techniques, and acceptable practices, to include providing highly technical advice related to recruitment and staffing operations. Assists in the development of goals and objectives that align with the HCS mission. Represent OSO and provide consultative advisement engaging with internal and external stakeholders as a participant in interagency meetings and task groups. Evaluates the work output of subordinate supervisors and staff members and recommends appropriate changes to enhance efficient customer service. Analyze VBA directives, policy, and other documents tailoring human resources management (HRM) programs to improve with recruitment and staffing enterprise wide. Represents OSO and provide consultative advisement engaging with internal and external stakeholders as a participant in interagency meetings and task groups. Evaluates the work output of subordinate supervisors and staff members and recommends appropriate changes to enhance efficient customer service. Position Description/PD#: Supervisory Human Resources Specialist (GHOST Supervisor); PD# 41289-0 GS-0201-14 Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not Required Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/21/2024. Current/Former Federal employees: If applying as a status candidate with current or former federal Service, you must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing you are/were in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: Basic VA GS-0201 Requirement: to qualify for a Human Resources (HR) Specialist GS-0201 position, candidates must meet the following basic requirement(s) as described in one of the following methods: (1) One year of HR specialized experience equivalent to the GS-4 level of the Federal Government or higher. OR (2) Successful completion of bachelor's degree (or higher). OR (3) A combination of six months of general administrative, professional, or technical work experience, equivalent to at least the GS-4 level of the Federal Government AND one (1) of the below four training areas: Successful completion of at least 12 credit hours of college-level course work related to business, HR, psychology, organizational development, or other related coursework. OR Successful completion of at least four formal training courses in HR. OR Successful completion of a formal certificate program related to HR, psychology, organizational development, or other relatable subject area. OR Current professional HR certification through a nationally recognized entity such as the Society of HR Management (SHRM). GS-0201-14 grade level: VA GS-0201 series 12-15 Basic Requirement: To qualify for a Human Resources (HR) Specialist at the GS-12-15 grade levels, candidates cannot qualify based on education ONLY, they must possess either: Criteria 1: One year of specialized experience equivalent to at least the GS-13 grade level. OR Criteria 2: Graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as, but not limited to: Experience exercising technical authority on the full spectrum of Title 5 Federal civilian human resource (HR) programs areas to include recruitment and placement, staffing, processing personnel actions, compensation, and classification; advising and collaborating with a diverse range of stakeholders (employees, managers, executives and senior executive leaders and external partners) on topics covering federal laws, regulations, and policies related to Title 5 federal human capital management programs such as: staffing and personnel action processing in the areas of merit promotion, and special appointing authorities in the competitive and excepted service; supervising/leading a team of HR professionals responsible for performing a wide range of HR operations that have a wide or broad impact (i.e. regional or national) and training staff on HR policies and systems; managing/Leading integrated project teams, advising committees (comprised of professional experts, administration leaders, external partners, etc.), briefing and providing recommendations to senior leaders on actions that align federal human capital practices with the agency and organization's mission; preparing responses to legislative or executive agency inquires pertaining to federal civilian human resources; and leveraging HR data to perform analytics, develop reports, assess, and predict trends, perform strategic management of human resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. Education There is not a substitution of education at this grade level. Additional Information VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
