Responsibilities Directs major program operations including labor relations, employee relations, performance management, awards, worker’s compensation, and training. Plans, organizes, and directs the activities of subordinates, ensuring employee relations and labor relations analysis work compiles with legal and regulator requirements. Explains performance expectations to employees, provides feedback on strengths and weakness, appraise subordinate workers performance ensuring consistency and quality. Researches, interprets, analyses, and applies case law, Office of Personnel Management, Department, and Bureau guidelines and policies. Provides guidance and render decisions on labor management partnership arrangements. Provides consults on bargaining unit agreements, status determinations, and employee rights. Advises management regarding labor negotiation determinations and participates in negotiation sessions. Advises management and employees regarding disciplinary, adverse actions, and grievance appeal procedures, rights, and obligations. Conducts workforce analysis to assist with the development of comprehensive succession plans. Provides extensive management advisory services to senior level officials for all program areas managed. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 that demonstrates your knowledge of the concepts and principles of Human Resources, Employee and Labor Relations. Examples of specialized experience may include: Providing comprehensive management advisory services on employee relations, performance management, and awards in the Federal civilian service. Developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems including composing proposals and decisions of disciplinary/adverse actions, performance counseling, and performance improvement plans. Experience as lead technical advisor in handling union grievances, unfair labor practices, information requests, and mediation. Completing special projects and/or utilizing Human Resources system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is sedentary in nature. Duties may involve some walking in offices and similar areas for meetings and other HR work. Work Environment: Offices are adequately lighted, heated, and ventilated. May experience everyday risks or discomforts requiring normal safety precautions. The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis.
