The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position. Responsibilities The incumbent serves as the Supervisory Human Resources Specialist for two sections; the Talent Payroll Benefits and Retirement and the Talent Processing and Services sections under the Talent Services and Systems (TSS) Division within the Human Capital Directorate (HCD). The incumbent reports to the Chief of the Talent Services and Systems Division and supervises a team of Human Resources (HR) specialists and assistants responsible for administering the full range of retirement, payroll, personnel action requests (PAR) processing, Federal employee benefits programs for the Library of Congress (LOC), and supporting cross-service agencies per inter-agency agreements. The incumbent also serves as the Acting Chief TSSD, in the absence of the Chief of TSSD. The incumbent plans and directs a wide range of activities that are in support of the mission and established goals and objectives of HCD. Duties include evaluating HCD program efficiency and effectiveness and providing expert consultation to the Chief, Talent Service and Systems Division and to the CHCO. As a Supervisory HR Specialist, the incumbent plans and manages entire HRM functions, including: onboarding, separation and retirement, payroll and personnel processing, time and attendance, leave administration, records management and benefits programs management as well as technical guidance and process improvement, policy interpretation, quality control and assurance, and advisory services to all offices/service units of the Library. Supervises a group of employees performing work up to the GS-14 level. The incumbent provides guidance and oversight to HR specialists and assistants on retirement and benefits counseling; service computations and processing; representation of HCD on the Leave Bank Board and communications and training. Plans and manages the Federal employee benefits programs; personnel action requests (PAR) processing and payroll functions; and retirement counseling and processing for the Library of Congress (LOC); and supports cross-service agencies per inter-agency agreements. The incumbent provides leadership to a wide range of employee services such as onboarding, separation, and retirement, payroll and personnel processing, time and attendance, leave administration, records management and benefits programs management as well as technical guidance and process improvement, policy interpretation, quality control and assurance, and advisory services to all offices/service units of the Library. The incumbent also provides guidance and oversight to HR specialists and assistants on retirement and benefits counseling; service computations and processing; representation of HCD on the Leave Bank Board and communications and training. Develops, recommends, and administers quality control plans and processes to ensure the team’s products and services such as processing of time and attendance, payroll actions, separations, retirement estimates and related personnel actions, benefits administration including healthcare open season, Federal Erroneous Retirement Coverage Correction Act (FERCCA) and death cases, and service computation dates are consistent with regulation and policies. Sets service level agreements (SLAs) and established standards, customer expectations, and Library goals. Reviews reporting of SLAs performance on a quarterly basis.
