Responsibilities Serves as a Team Chief, Materials Engineering Group within the Field Engineering Division of the Provo Area Office (PAO), Upper Colorado Region (UCB) oversees a comprehensive material testing program (both construction and investigations) that assures complete quality control of Bureau of Reclamation Features including earthfill dams and reservoirs, canals, pipelines, pumping plants, drains, electrical distribution facilities, andappurtenant structures. Reviews work products of subordinates and either accepts, amends, or rejects work accomplished. Trains subordinates in the performance of work. Assigns work to subordinates based on priorities, difficulty, requirements for the assignments, and capabilities of the employees. Performs management and administrative requirements for maintaining the program with adequate funding, supplies, and customer service. Responsible for the calibration of all laboratory and field-testing equipment using calibration standards and procedures established by the American Section of the International Association for Testing Materials (ASTM) Standards. Responsible for all concrete control testing, e.g. concrete mix design in accordance with the concrete manual and contract specifications, materials control at contractor's batching and mixing plants. Reviews all draft specification paragraphs and drawings on upcoming projects and features. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service performing three or more of the following duties: 1) Applying the concepts, principles, theories, and methods used in the testing of soil and concrete; 2) Mentoring employees or coworkers on the differing methods used to test soil and concrete; 3) Advises others on technical issues involving soil and concrete testing; 4) Experience writing or reviewing lab reports. 5) Completing analysis of soil and concrete materials.
