Summary This position is located in the Bureau of Medical Services (MED), Directorate for Mental Health Services (MHS), Office of Employee Consultation Services ECS). The Directorate of Mental Health Services is responsible for the psychiatric and mental health care of Foreign Service employees and their dependents, and all individuals that fall under Chief of Mission (COM) for the purpose of medical and security clearance, medical disability, and other employment reason. Responsibilities Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and advises, counsels, and instructs employees on both work and administrative matters. Serves as the primary coordinator for all employee assistance counseling activities within MED which affect the ability of the Department of State and associated USG agencies to deploy personnel. Develops and implements appropriate short term counseling strategies to assist ECS employees with employee and family behavioral-health concerns referred to their service. Provides a variety of workplace and organizational psychology interventions, problem assessments, counseling's, and referrals to community resources for Civil Services and Foreign Service employees and family members. Mediates job performance issues and disputes between employees and supervisors, and coordinates resources within the State Department to provide further assistance when indicated. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants MUST meet the required basic entry qualification requirements described below: BASIC REQUIREMENTS: Have an undergraduate or graduate level degree with a major or equivalent in psychology AND have satisfactory completed all the requirements for the doctoral degree (Ph.D. or equivalent) from an accredited college or university directly related to full professional work in clinical psychology is required. IN ADDITION to meeting the basic entry qualifications requirements listed above, applicants applying for the GS-15 grade level MUST have at least 1 year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service. Qualifying specialized experience must demonstrate the following: Experience managing Employee Assistance Programs for an organization. Experience developing and implementing short term counseling strategies. Experience assessing behavioral health concerns; identifying resources and providing referrals for treatment. THE FOLLOWING SELECTIVE FACTOR IS REQUIRED: This position requires a current, active, valid, and unrestricted clinical license to practice as a Clinical Psychologist in a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction.
