Summary This position is part of the Chief Financial Officer/Comptroller Special Programs (SP) Directorate and serves as the senior accountant responsible for analyzing financial and accounting plans, results, and system upgrades; assessing the impact on financial systems; and ensuring financial system integrity. Senior advisor to the Deputy Comptroller for SP on TS//SAR//SCI related accounting and financial matters pertaining to MDA strategic, programmatic, and tactical business decisions. Responsibilities This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Supervisory Accountant at the NH-0510-4 broadband level, some of your typical work assignments may include: Serve as senior accountant responsible for analyzing and evaluating financial and accounting plans, proposals, results, and systems changes; assess the impact on the Agency financial systems; ensure financial system integrity. Serve as senior advisor to the Deputy Comptroller for Special Programs on related accounting and financial issues pertaining to MDA strategic, programmatic, and tactical business decisions. Serve as technical advisor/witness in the development of budgets, reports, testimony, congressional committee hearings, and other materials/meetings for the Office of Secretary of Defense (OSD) and Congress justifying or explaining Agency plans, programs, and policies. Establish, lead and/or supervise teams to carry out complex projects and programs. Prepare, review, approve and present major reports, strategic vision, or policies of organization for internal and external distribution. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Demonstrated experience defining, establishing and directing organizational focus on challenging and highly complex projects and programs. Experience supervising a financial management teams. Experience in accounting and budget rules/laws/requirements, information systems, policies, methods and techniques; experience in evaluating accounting reports and how those reports relate to the financial execution of programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0510 series as listed below: Have a degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."), OR Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. And a background that also includes Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law, OR Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. And a background that also includes a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, OR Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. And a background that also includes Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
