Job Summary
The Road, Bridge, and Stormwater Maintenance Division is seeking an area supervisor to join our stormwater maintenance team. The position performs supervisory, administrative, and general work functions associated with maintenance/repair; activities and operation of equipment associated with various maintenance projects within Collier County Road Maintenance and manages and coordinates activities of maintenance projects.
Essential Functions
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Oversees and coordinates, either personally or through subordinate supervisors, daily activities of personnel engaged in routine maintenance throughout the county; reviews and submits timesheets and leave time; prepares, receives, and distributes work orders; organizes workflow; delegates assignments to subordinates and assigns special projects; coordinates staff schedule to meet project deadlines; dispatches tradespersons to work locations.
• Monitors daily activities, performance of duties, and progress of special service projects, alterations and renovation projects, maintenance, and repairs; ensures integrity of work; ensures that work is completed or in transition follows applicable codes, ordinances, and regulations, and those discrepancies are corrected.
• Schedule preventative maintenance/repair of work associated with various assets including, aquatic control, grounds maintenance, road/bridge construction maintenance, roadside maintenance, or other maintenance projects within Road Maintenance.
• Consults with Division management or other officials to review status of Division projects, review/resolve problems, receive advice/direction, and provide recommendations.
• Review construction plans, designs, and specifications pertaining to projects; develops designs, drawings, or maps associated with proposed or approved projects; makes recommendations concerning improvements, modifications, design strategies, structural systems, or other aspects of project development.
• Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget; prepares maintenance schedules, monitors progress of maintenance project in meeting established schedule.
• Coordinates process for bidding and contracting of services; prepares Requests For Proposal (RFPs) for construction services, inspection services, maintenance services, or other services; prepares bid packages; issues addendums to clarify questionable issues; participates in negotiations of scope of services and fees for professional services agreements; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles language for contracts and specifications packages.
• Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors; manages maintenance projects during all phases; attends regular progress meetings; processes purchase order requisitions, work orders, and invoices; reviews maintenance progress reports submitted by contractors; monitors adherence to project schedules.
• Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of maintenance work and materials; coordinates final inspections with contractors and engineers; coordinates project acceptance with other County divisions or government agencies.
• Coordinate maintenance projects and work activities with those of other Divisions, contractors, utility companies, outside agencies, or others as needed; conducts inspections of systems, equipment, buildings, or other facilities to identify problems and necessary repairs; reviews maintenance records and inspection reports completed by other staff to identify problems and monitor status of work.
• Coordinates public education activities relating to Division projects, services, and activities; coordinates neighborhood programs involving participation of residents speaks to property owners and community organizations and provides information regarding maintenance projects and activities; develops press releases and public information materials for distribution.
• Monitor inventory levels and ensures availability of adequate equipment, supplies, tools, chemicals, and materials to conduct projects and work activities; initiates requests for new/replacement materials; obtains competitive bids and price quotes.
• Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition.
• Transports, loads, and unloads equipment and materials used in projects; transports crew workers to/from work sites.
ADDITONAL FUNCTIONS
• May be required to be on twenty-four-hour call and/or regularly work on various shifts, weekends, and/or holidays as deemed necessary.

Minimum Qualifications
• High school diploma or GED required, supplemented by vocational/technical training in area of assignment.
• Five (5) years of related experience.
• Fingerprinting required.
LICENSES/CERTIFICATES
• Must obtain and maintain the FDOT Intermediate Temporary Traffic Control (Maintenance of Traffic) certification within six (6) months of hire.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
• Must obtain and maintain a Class A CDL with no restrictions and Tanker endorsement within six (6) months from date of hire.
Supplemental information
Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
