General Statement of Duties

This employee performs advanced administrative duties involving the supervision of a division Youth and Teen Services Division within / region of the Cincinnati Recreation Commission. Primary duties include developing and implementing outreach plans to engage the private sector in fundraising and/or engagement for employment opportunities for youth and teens. Directing, administering and evaluating the operation of a recreation region consisting of multiple facilities and/or communities. Responsibilities include ensuring compliance with policies and procedures, initiating direction for all activities within the section, supervising and monitoring the activities of subordinate personnel, the management of restricted and appropriated funds, and managing the physical assets/facilities in the assigned area. Cooperates and works with agencies and community organizations to enhance and expand recreational activities, resources, and funding sources. Performs related duties as required.

Minimum Qualifications (KSAs)

This employee performs advanced administrative duties involving the supervising of a division/ region of the Cincinnati Recreation Commission. Primary duties include directing, administering and evaluating the operation of a recreation region consisting of multiple facilities and/or communities. (Illustrative only. Knowledge of:

Personnel management techniques, including disciplinary processes.

Knowledge of budget preparation and administration.

Ability to relate constructively with subordinates, peers, management and community representatives.

Knowledge of youth development, youth quality program quality assessments, athletics, leisure and recreational theories and principles.

Recreation and leisure programming skills.

Organizational skills, objectives, methods, and assessments used in the organization, promotion, and execution of recreation and leisure service activities.

Management and personnel principles and procedures concerning selection of discipline, and performance evaluation.

Productive training techniques. Basic accounting principles.

Marketing principles and methods. Basic statistical operations needed for reporting purposes.

Basic and preventive maintenance procedures for facilities and systems (i.e., electrical, plumbing).

Safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.

Pertinent federal, state, and local laws, codes, and regulations.

Skill to:

Operate appropriate computer equipment; use properly all related hardware and software.

Operate assigned vehicle in the course of duty.

Ability to:

Implement and maintain positive employee relations.

Promote and maintain highest integrity throughout all personnel.

Successfully initiate recreation and leisure service activities that are responsive to the community's needs of youth and teens.

Select, supervise, train, and evaluate subordinate staff. Interpret and explain City policies and procedures.

Prepare clear and concise reports; present oral reports.

Establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public.

Implement and maintain positive employee relations.

Promote and maintain highest integrity.

Examples of Work Performed:

Works closely with finance and human resources managers to ensure proper support and training for staff. Works closely with the Department of Community and Economic Development on the implementation and tracking of CDBG funding associated with programming. Works closely with city administration on the design and implementation of citywide youth employment programming (Youth-2-Work). Works closely with other city departments and partners to develop and monitor youth employment programming, including, but not limited to programming structure, budget monitoring, grant implementation, curriculum development, and special event planning. Plans, prioritizes, assigns, supervises, reviews, and participates in the work of staff responsible for assigned activities. Develops or assists in developing policies and procedures for the assigned activity program, the department, division, or section. Establishes scope of services and performance criteria for recreation program related contracts. Plans and directs meetings consisting of both City employees and outside agencies. Prepares or assists with the preparation of reports, recommendations, and presentations to the department and general public. Works with computer personnel to establish appropriate information systems in order to accomplish desired outputs. Attends workshops, meetings, and conferences as a representative of the Cincinnati Recreation Commission. Develops and integrates a community-based delivery system for recreational activities that maximizes resources of the department and of the contributing support agencies and community groups. Participates in the selection of staff; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline procedures and City human resources policies and procedures; and conducts performance evaluations. Investigates problems in the assigned work area and recommends solutions. Prepares the allocated budget, assigns program budgets, approves expenditures, and monitors the financial status of general and restricted funds. Acquires additional funding for community-based programs from Federal, State, County, and other sources. Evaluates bids, proposals, plans, and programs submitted from public and private sources. Directs the overall public information, public relations, and marketing effort for the assigned area. Participates in the evaluation of recreational needs of the population served and effective methods of meeting those needs. Directs the recruitment, assignment and evaluation of volunteers. Supervises professionals and clerical staff in the assigned area (evaluates performance, assigns work, approves leave, initiates personnel actions, recommends and approves training). Monitors the preventive maintenance schedule of the physical facilities and systems (i.e., electrical, plumbing) in the assigned area in cooperation with the Facility Maintenance Division. Drives to recreation centers and outside agencies for meetings and to monitor and evaluate programs. Develops and implements safety practices for the department, division, or work section that are consistent with and supplementary to the safety practices stipulated in the Employee Safety Instruction Manual.

Probationary Period:

Twelve months

Supervision Exercised:

Provides supervision for Recreation Service Area Coordinators or Recreation Special Program Coordinators. May also supervise Community Center Directors, maintenance staff, clerical staff, or other support staff.

Required Education and Experience

PROMOTIONAL

Each applicant must have four to five years of experience in Parks/Recreation field or similar industries where they have managed people, programs, and properties. Certified Park and Recreation Professional certification must be acquired within 12 months of hire (probationary period). A Bachelor's degree in Business Administration, Public Administration, Education Leisure Studies, Parks Recreation Management, Sociology, Psychology or related field is preferred

OTHER REQUIREMENTS

Must have a valid Driver's License. Must be an excellent communicator and team builder. Must be willing to work irregular hours. Certified Parks and Recreation Professional desirable. Degree in Parks and Recreation Administration or related field desirable.

MILITARY EDUCATION EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Office environment; exposure to computer screens; working closely with others. Will require driving to center locations.

Duties require maintaining physical conditions necessary for sitting, standing, walking for prolonged periods of time; light and moderate lifting and carrying; manual dexterity required; must be able to operate assigned vehicle.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police Police Recruits; and Rehired Ohio Police Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
