SUMMARY : The Subcontract Management job family is responsible for leading project subcontracting efforts and teams. The position reports to the Manager, Supply Chain Management.
PRINCIPAL RESPONSIBILITIES:
Ensures that subcontracting functions are performed in conformance with the requirements of the prime contract including, as applicable, Federal Acquisition Regulation (FAR) and its supplements, DOE Procurement Approval Letter, and DOE Business Systems criteria.
Work with others on the project teams to identify/approve sources for the services.
Communicates with bidders during the bidding cycle, evaluates subcontractor proposals, conducts negotiations, awards, review/approve bid analysis summaries, review all subcontracting documents for all subcontracts to ensure fair and ethical treatment of subcontractors, protect the company's interests, and promote best value awards.
Monitors subcontractor performance/progress, facilitates early identification and timely resolution of potential problems, changes, disputes, and claims and issues amendments to subcontracts, where applicable.
Resolves disputes with subcontractors and evaluates subcontractor performance.
Supports the development of proposals and new business by preparing subcontracting strategies and plans, pricing for subcontracted services, labor estimates, capability and experience data, and systems descriptions.
Manages subcontractor involvement and relationships with the Company.
Provides training and mentoring to subcontracting personnel.
Assumes responsibility and accountability for subcontracting activities on the assigned project.
Ensures compliance with Company policies, procedures, standards, and use of automated systems, where applicable.
Establishes and implements effective subcontracting plans and strategies for proposals and projects
Maintains information on trends that may affect subcontracting budget or schedule, and ensures that project management is fully aware of the trends.
Documents employee performance issues and plays an instrumental role in resolutions
Assists in the preparation and implementation of subcontracting plans, staffing plans, and procedures for projects and tasks.
Determines types of contracts to be used for the services required.
Reviews and approves negotiation strategy and leads negotiation meetings.
Reviews and approves client consent packages, where applicable.
Reviews and approves subcontracts.
Develops and implements staffing plans to support proposal and project requirements.
Assigns tasks to subcontracting personnel and manages their activities.
Coordinates the preparation of standard subcontract agreements for projects, including but not limited to the preparation of the flow-down of prime contract obligations and risks with the legal group.
Maintains awareness of market trends to identify and implement process improvements, reduce costs, and increase utilization of resources.
Seeks appropriate counsel from management as required to meet complex project issues.
Job-Related Qualifications Required
BS/BA in Engineering, Accounting, Business, Supply Chain, or equivalent combination of related education and experience
Minimum of 12 years subcontracting experience including five years’ management experience.
Demonstrated ability to effectively lead a subcontracting organization to support company or project requirements.
Proficiency and experience in the formation and administration of subcontracts utilized in the DOE environmental cleanup industry.
Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
Thorough understanding of the Prime Contract and the flow-down of applicable clauses and requirements into subcontracts.
Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work.
Knowledge of Corporate Policies, Directives, Management Instructions, and Procurement Procedures. Knowledge of interface relationships with Engineering, Construction, Finance, Project Management, and other project service departments.
Experience in supervision of personnel, including the development and implementation of training programs, recommending salary actions, classification changes, rotations, transfers and terminations. Proficiency in the evaluation of technical competency of subcontracting personnel.
Capable of participating in negotiations
Ability to resolve subcontractor disputes/claims.
Training in procurement, subcontracting, and business administration, corporate leadership and process improvement initiatives, as well as the legal aspects of procurement is required
Ability to work toward alignment of customer and Company objectives.
Ability to understand the Company’s organizational units and how the Subcontracting function can positively impact their goals and efforts
Excellent written and oral communication skills
Must be able to obtain an L or Q clearance
Strong organizational and leadership skills
