  The UW Department of Environmental and Occupational Health Sciences (DEOHS) interdisciplinary Center for Environmental Health Quality (CEHE) is seeking a full-time Strategic Funding Manager (Payroll title: Program Operations Specialist) who will monitor federal and state and other relevant funding opportunities related to environmental and energy justice topics in Washington, Idaho, Oregon, and Alaska. The Strategic Funding Manager will identify appropriate funding opportunities for federal, state, and private funding sources; provide comprehensive briefings; and disseminate information related to funding opportunities in an easy-to-understand way for participants of the CEHE activities. The Manager will also provide technical assistance to organizations preparing grant applications for submission and for post-award management of grants for BIPOC community organizations, tribal nations, and tribal consortia. The Manager will have direct and close relationships with multiple groups with varying needs, priorities, geographic locations, and levels of experience applying for funding and managing awards.

  DUTIES AND RESPONSIBILITIES FUNDING OPPORTUNITY INVESTIGATION, ASSESSMENT, AND COMMUNICATION (35%)

  Research and understand current and future funding opportunities (programs including but not limited to grants, loans, revolving funds, and specific earmarks) at the federal and state levels around environmental and energy justice funding opportunities. This includes routinely reviewing and analyzing funding databases, announcements, and websites to identify funding opportunities.

  Identify potential funding opportunities from various sources including federal, state, local governmental agencies, and foundations based on technical assistance request.

  Create content and materials related to upcoming funding programs and opportunities, and disseminate information about grant opportunities in various ways – readers digest, presentations, etc.

  Conduct assessment of opportunities and break down funding guidelines and submission requirements into understandable and actionable tasks for CEHE program participants and council partners regarding strategic approaches aligned with funding agency priorities.

  Conduct comprehensive briefings on potential funding opportunities, highlighting key aspects, application steps, and critical dates and create communications materials.

  Maintaining up-to-date knowledge of state and federal regulations governing submission of proposals.

  Develop strategies for disseminating information about existing and new streams of funding with CEHE participants.TECHNICAL ASSISTANCE AND CAPACITY BUILDING (40%)

  Provide expert guidance and support to organizations throughout the federal grant application process.

  Offer and implement training and guidance on best practices for strengthening grant applications and increasing their competitiveness

  Advise on process and procedures related to various funding applications, including project design, budgeting, and narrative components.

  Consult with internal and external entities to obtain information necessary for the development of fundable proposals, including information required to address specific grant criteria.

  Review and provide feedback on draft proposals and funding applications.

  Provide guidance and assist with tracking, managing, and communicating timelines and deadlines to achieve timely proposal submissions for CEHE participants.

  Develop and deliver training sessions, workshops, and webinars on various aspects of grant seeking and application.

  Provide training and education for organizations on effective grant research, proposal writing, and reporting techniques.

  Consult with internal partners and external entities to obtain information necessary for the development of fundable proposals, including information required to address specific grant criteria.

  Advise on processes and procedures related to proposal preparation.

  Develop and streamline protocols and efficiencies for CEHE participants for post-award management.

  Collaborates with other community partners as necessary to support CEHE participants to abide by funding requirements for post-award management.CONTRIBUTE TO CENTER REPORTING AND FUNCTIONS (25%)

  Work in collaboration with the partners to ensure all related information and activities are completed within the established time frames and tracked via appropriate software and other tools.

  Track grant seeking efforts of CEHE participants and report on grant submission and results.

  Produce and maintain documents, reports, spreadsheets, and graphics; prioritize tasks and anticipates program needs.

  Advise on CEHE implementation of grant aims and activities base on experience gained through technical assistance and capacity building needs of frontline communities and frontline community organizations and contribute to overall Center strategic planning efforts.

  Contribute summaries, data, and other information to CEHE sponsor and other reporting entities.

  Contribute to evaluation activities and advise Center leadership regarding lessons learned from technical support to frontline communities in order to advance EEJ, including but not limited to insights on project scoping, building partnerships, identifying potential funding sources, developing grant proposals, and making recommendations for more inclusive approaches to this work. MINIMUM REQUIREMENTS

  Bachelor’s degree in finance, business, public administration, political science, or related field.

  Minimum two years of experience including the following: ADDITIONAL REQUIREMENTS

  Experience applying environmental and/or energy justice lens to their practice, programs, and/or projects.

  Experience in grant writing, including researching and submitting grant proposals to state, federal, and private entities.

  Experience reviewing federal and state funding programs and related regulations and guidelines.

  Experience reviewing proposals for clarity, coherence, organization, and adherence to grant requirements, guidelines, and eligibility criteria.

  Knowledge of federal, state and local grant funding sources including application processes and requirements.

  Demonstrated excellent organizational skills to manage multiple projects and teams at the same time.

  Capacity to manage workflow and competing deadlines independently; initiate, manage, and complete complex projects with minimal supervision; work effectively with diverse constituencies; and maintain attention to detail and process.

  Excellent verbal and written communication skills including ability to translate complex and technical subjects to the public in easy-to-understand ways.

  Experience writing and reviewing funding applications by evaluating the overall content.

  Have understanding and confidence in discussing environmental and social justice, racism, and social and economic inequalities.

  Experience working effectively with BIPOC organizations and/or tribal nations and/or tribal consortia.

  Experience designing or implementing training and developing materials for grant writing/proposal development.

  Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. DESIRED QUALIFICATIONS

  Experience providing technical assistance or capacity building support for frontline communities and frontline community organizations.

  Experience working with frontline community organizations and/or tribal nations/consortia.

  Understanding of environmental justice contexts in communities for one or more of the states within Alaska, Oregon, Washington, and Idaho.

  Experience facilitating communication of upcoming funding opportunities. CONDITIONS OF EMPLOYMENT The position may be considered for a hybrid work arrangement with multiple days a week on-campus in the Seattle, WA location. The position may travel on an as needed basis in the four state region.
