  Reporting directly to the Agency Chief Financial Officer (CFO) and in close consultation with the Commissioners Office, this position is an integral member of the AFS Leadership Team and actively participates and helps shape the development of agency-wide or division-wide strategic planning for creative and innovative ways to improve agency services and meet agency goals. This position also demonstrates strategic vision and leadership and manages, directs, and successfully deploys the Department of Employment and Economic Development’s (DEED) department- wide business operations and support service functions and integrates them with department business units so that the mission and goals of DEED are realized.

  Responsibilities include oversight of:

  Real estate property planning and facility management for DEED’s headquarters, as well as over 50 other DEED office locations throughout the State of Minnesota, including facilities-related decision-making for space reductions or expansions and reporting

  Planning and executing projects, relocations and move-related coordination and operating expenses, remodeling, and other modular furniture reconfiguration projects

  Business Continuity oversight, including overseeing a comprehensive Continuity of Operations Program (COOP)

  Encompassing business continuity planning, statewide disaster response, disaster recovery, pandemic planning and preparedness, internal emergency response and emergency preparedness policies, procedures and action plans to ensure minimal disruption of DEED’s critical services in the event of a disaster or major business interruption

  Member of department Incident Management Team dealing with planning in the event of a disaster or service interruption; Electronic document storage as part of our business continuity efforts

  Shared Systems Operations and Coordination including development of Infrastructure Funding Agreement (IFA) coordination, Memorandum of Understandings (MOUs), and cost allocations between partners related to proportional benefit.

  Inventory management and fulfillment of mobile devices and service contracts, state-owned and leased vehicle fleet requisition authorization, other equipment and capital asset management tracking and inventory for the State of Minnesota’s Annual Comprehensive Financial Report (ACFR)

  Generation of CareerForce Location purchase requests for shared goods, services and leases; and adherence to statewide and department-wide, environmentally sustainable procuerment fleet vehicle commitment, action plan, and reporting of data related to greenhouse gas emissions, reduced fleet fossil fuel consumption, and leasing of fully electric or hybrid vehicles

  Centralized Administrative services, operations, systems and practices oversight including member of AFS Leadership Team; DEED’s receptionist desk and central communication hub function for the department; AFS projects, special assignments, and process improvements

  Minimum Qualifications

  To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.

  Two (2) years of experience as a manager or supervisor of professional staff working with public policy / affairs, administrative services, business operations, or facility management functions within the past ten (10) years.

  AND

  Three (3) years* as an advanced professional working as a team leader or equivalent participating with managers/supervisors on high impact work, making recommendations for systems or operational changes and improvements, and developing policies and procedures within the past ten (10) years.

  *Bachelor’s degree in procurement, facility management, public policy / affairs, business administration or other closely related field, as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

  Applicants that meet the above minimum qualification will be further evaluated on the following:

  Knowledge of and experience with enterprise resource planning (ERP) systems of comparable to a large company or entity.

  Working knowledge of general procurement policies and procedures and industry standards.

  Ability to cooperatively work and effectively communicate, actively listen, persuade, negotiate, resolve conflicts/ disputes, mediate, problem-solve, and build consensus in projects or complex agreements with high impact to the agency, using tact and diplomacy and both oral and written mediums with a wide variety of people with diverse backgrounds in management, professional, and technical professions.

  Proven ability to proactively organize, plan, negotiate and manage projects including all human, financial, and technology resources to ensure successful completion of the project.

  Knowledge of management and leadership principles and practices sufficient to lead, strategize, evaluate and ensure optimal performance of professional or management staff and compliance with sound human resource management practice and the provisions of collective bargaining unit agreements.

  Ability to review, comprehend, interpret and evaluate laws, regulations, policies and procedures to ensure compliance.

  Preferred Qualifications

  Bachelor’s degree or higher in accounting, procurement, facility management, finance, public policy, business administration or other closely related field, as determined by the agency.

  Experience in:

  Leasing guidelines, space design, planning, telecommunications, technology implementations, physical security and surveillance assessment and implementation, and/or facility management.

  Interpreting data obtained from Statewide Integrated Financial Tools (SWIFT), human resource management system (SEMA4), Oracle Business Intelligence Enterprise Edition (OBIEE) business intelligence tool, I/A Data Warehouse, or other financial systems or reporting tools.

  Public sector government procurement laws, rules, policies and procedures, regulations, industry standards, and practices governing state and federal procurement including equity in procurement and environmentally-sustainable procurement; Active Authority for Local Purchase (ALP) Certification by the Department of Administration, Office of State Procurement (OSP).

  Human relations, collaboration, customer service, and interpersonal relationship skills in order to work cooperatively and build strong cross-divisional relationships.

  Knowledge of current developments and industry standards in asset management and reporting, surplus property, vehicle fleet management, travel management , risk management, and/or cost allocation principles and federal facility management memorandum of understanding (MOU) and Infrastructure Funding Agreements for shared costs in a facility.
