Position Summary
Manage a team of direct reports to deliver on a portfolio of payroll data review, audit and business process streamlining. Lead projects from initiation through completion, change and stakeholder management, and monitoring and controls. Provide direction to leaders and employees on HR programs, processes and policies in areas managed. Ensure understanding and compliance with union pay rules, regulatory and legislative requirements. Work closely with internal teams including but not limited to payroll operations, workforce relations and HR Technology, business partners, outsourced vendors and consulting partners to deliver accurate employee pay corrections and efficient and sustainable payroll processes.
Projects will vary in scope and schedule requirements and among others could include leading audits of prior pay to validate accuracy, reviewing and consolidating pay rules and practices into a single source of truth, partnering with HR Technology to develop, test, and implement system enhancements, and partnering with the payroll operations team to review and improve payroll processes.
This payroll program team will partner closely with the payroll operations team to ensure success of payroll activities. Payroll includes work focused on ensuring compliance with some/all of the following payroll processes including: Calculating gross and net pay amounts (e.g. , salary, overtime, shift payments, sales commissions, bonuses, deferred compensation, benefits, tax withholdings, deductions, payroll liabilities, etc. ); Payroll-specific records maintenance (changes in wage/salary rates; pension, insurance, mandatory deductions; new hires, terminations, leave of absence, etc. ); Reconciliation of payroll records (e.g. , payments, deductions, general ledger entries for wages); Payroll data verification and administration; Monitor and manage payroll legislation compliance; Ensuring payments comply with collective bargaining agreements, legislation, or other regulatory instruments Answering questions from employees and supervisors regarding payroll matters; May maintain records on vacation, sick leave, etc.
Essential Responsibilities
Manage the design, development, implementation, evaluation and communication of payroll programs, policies, and practices ensuring alignment with organizational goals and objectives. Monitor and evaluate effectiveness of payroll processes, effectively driving improvement in performance and efficiency where needed. Adapt to address resource and operational challenges.
Serve as primary liaison with Total Rewards including HR Technology, Business Systems, Cash & Banking, Tax and Benefit Accounting to ensure system, staff and processes align with business objectives. Manage vendor performance and vendor relationships where required.
Manage activities and functions related to the maintenance and integrity of pay data. This includes ensuring changes are processed in a timely and accurate manner and meet compliance requirements. Responsible for developing work performance standards and the execution of internal controls to ensure there is segregation of duties and accuracy of data. Define, develop and track related benchmarking and metrics for Payroll as it relates to the utility industry and general industry that establishes a best-in-class operations area and service delivery.
As needed, direct the management of payroll, ensuring accurate and timely processing. Develop, maintain, update and communicate organization wide payroll policies and processes regarding earnings, deductions, timekeeping as well as government compliance reporting. Support the overall payroll function (pay, benefits, garnishments and tax withholding) for union and non-union employees, consistent with federal and state wage and hour laws. Ensure systems and processes correctly compute and record time, earnings, benefits, special deductions, mandated benefits, taxes, garnishments and other items that affect net pay and/or company holiday. Manage data integrity, implementation of enhancements and changes to the HRIS system. Ensure all related system capabilities are operational and conform with audit requirements.
Ensure compliance with all federal, state and local laws, as well as company policy and procedures regarding payroll and benefit activities. This includes but is not limited to obligations around FMLA, ADA, ERISA, HIPAA, COBRA, Sarbanes-Oxley controls, bargaining agreements, company employment policies, and other similar requirements related to managing the employee life cycle. Ensure accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff.
Lead a team responsible for identifying and implementing payroll programs aligned with company values and initiatives. Guide team members to establish priorities, measures, goals and strategic plans and their link to business objectives and goals. Establish and communicate clear performance expectations and foster employee learning, development, and growth opportunities. Oversee the implementation of projects to ensure effective system and process integration and support. Monitor and drive all assigned projects to timely and accurate resolution.
Attract, engage, and retain a qualified and motivated staff. Create, manage and maintain an employee centric service philosophy that supports a culture of employee care and operational efficiency. Manage staff to meet daily business needs that will support a dynamic HR delivery model. Direct and develop team to achieve department objectives and business priorities
Manages departmental budgets and forecasts within corporate guidelines.
Minimum Requirements
Bachelor's degree in Human Resources, Business Administration or related field or a combination of education and experience providing equivalent knowledge. At least eight years of progressively responsible human resource or equivalent experience required. Management experience and/or extensive experience in managing large and complex functions. Strong interpersonal skills, excellent organizational skills, and initiative to improve processes. Experience in managing large and complex projects. Strong stakeholder and vendor management and partnering. Must demonstrate knowledge of state and federal regulations pertaining to payroll administration and working knowledge of payroll information systems. Experience with UKG and Workday preferred.
Salary range $125,000-$150,000

The anticipated starting base pay for this position is: $125,000.00 to $150,000.00 per year
