SUMMARY OF DUTIES:The Senior Manager Capital Construction reports to the Project Director, Yards & Facilities DC/MD. This position will be Amtrak's "global" point of contact during the design development and construction phase of the projects which may use services provided by General Contractors, Design/Build Contractors, Amtrak Force Account (FA), and 3rd party, full-service Construction Management (CM)companies that may be hired to act as Amtrak's agent.The general duties of this position will be to provide oversight of CM companies that are managing3rd party contractors on behalf of Amtrak, direct oversight of 3rd party contractors and Amtrak FA as needed to construct projects in accordance with construction documents, and/or design modifications to best meet the goals of the projects and to deliver them on schedule, and within the established budget.
ESSENTIAL FUNCTIONS:Work with the Project Director ICT to develop the ICT construction program that establishes construction delivery methods, safety requirements, and incorporates operational needs of Amtrak.Responsible for overall management for assuring all construction activities are performed safely, efficiently within scope and schedule either by contracted entities or Amtrak personnelOversees and directs the planning, development, integration, estimating, scheduling, and management of resources required to accomplish all aspects of short and long-range construction within scope, schedule, and budget from conceptual design to project implementation and close-out of this major program.Responsible to assure coordination of all construction activities between Amtrak personnel and contractors.Manages any contracted construction service to assure all construction is delivered in accordance to project scope and schedule.Builds and maintains external relationships to provide effective communication and accomplish ICT program goals and objectives.Maintains a teamwork environment within all peers as well as the engineering department's internal customers. Is the primary liaison to Amtrak Transportation for coordination of operation needs and impacts.
Guides the technical and operating sub-departments in the development, evaluation, and implementation of construction and construction management programs, systems,policies, practices, and procedures to ensure the efficient use of resources and adherence to the ICT program plan.
Directs Engineering matters relating to construction with Federal and State Agencies, other railroads and commuter agencies, and engineering contractors within the ICT Program scope.
Oversees the development and implementation of construction-related safety plans and programs driven at all levels with specific goals and objectives to reduce injuries for all related projects.Ensures the construction programs and standards are uniformly implemented and controlled across all ICT projects.
Oversees all asp cts of construction inspection and construction reports that are required by Amtrak and the FRA to ensure that construction is in compliance with current Amtrak, Federal, State, and local requirements.
Oversees the planning, integration, and implementation of construction program and ensures all disciplines are coordinated within the construction projects with other departments and agencies.
Provides leadership, guidance, and direction to cross-functional teams to ensure the effective utilization of Amtrak resources such that all financial and schedule aspects of construction is properly managed and controlled.
MINIMUM QUALIFICATIONS:Extensive experience managing large, diverse, and geographically dispersed groups of individuals.Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.Extensive experience in delivering construction in an active operating environment.Extensive understanding of business operations and the impact departmental actions have on the corporation and operationsExtensive experience in senior management, project management, and inventory management; technical supervision; planning, organizing, and scheduling; budget and financial control; contracts management; field production methods; agency coordination and railroad construction methods, operations, and procedures.Extensive experience supervising railroad unionized workforce.Extensive experience and working knowledge of the track system, structures, communications, signals, electric traction, and track usage procedures.Extensive experience in communicating verbally and in writing, both within and outside of the corporation.Experience in making high-level presentationsExtensive skills in advanced leadership and management with the ability to motivate others;9 years of senior management-level experience in the design and/or construction of major capital projects, including extensive experience managing rail projectsEffective writing and presentation skillsExtensive skills in conducting meetings and interviews, interpersonal communications, time management, conflict resolution, and in conducting formal investigationsExtensive knowledge of Roadway Workers Protection (RWP), NORAC/General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know), and Personal Protective Equipment (PPE).
MINIMUM KSA (Knowledge, Skills and Abilities):Significant experience in construction management of multiple construction projects and/or programs in an active railroad environment.Licensed as professional engineer or architectCertified Construction Management (CCM)
