Project Overview:
The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains process with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA, and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Position Summary:
This position will be responsible for assisting the CSU Mechanical Startup Lead in supervising and directing operations within the Mechanical function. They are responsible for ensuring scope of the associated mechanical work is completed on schedule, within budget, and in compliance with the project safety standards, the project quality standards, and the design/specifications; as well as performing general functions inherent in all home office and field positions. Must be willing to work a flexible schedule if required, including, but not limited to day shift, night shift or split shift.
Responsibilities:
Reviews and evaluates proposed LNG project mechanical design concepts.
Reviews and comments on Mechanical Design documentation such as Basis of Design (BOD), Design Criteria, and Design Philosophy, in addition to all relevant project specifications.
Examines mechanical designs and coordinates as needed to meet all other engineering disciplines’ requirements. Reviews and provides expert input on Equipment Datasheets, Plan drawings, Supplier documentation, etc.
Assesses and verifies the integrity of mechanical systems during Installation, Commissioning, and Startup, in order to maximize system reliability and availability, by carrying out inspections and construction support as necessary.
Evaluates the installation of Vendor Packages against meeting compliance requirements and monitors equipment performance during commissioning and startup.
Provide ES&H leadership to personnel assigned to them. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings.
Ensures that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of Commissioning /Start up activities. Actively participates in safety programs.
Receives operational surveillance, administrative supervision and technical guidance from commissioning and startup management. Objectives are defined, and results are subject to supervisory review.
Establishes and maintains contacts with client, supplier, regulatory bodies, project management, engineering, and field personnel. Represents startup on project teams as assigned.
Supervises, coordinates, and reviews the work of assigned craft, schedules, and assigns work to meet completion dates.
Performs craft performance reviews and identifies training and development opportunities for staff within area of responsibility.
Provides technical guidance and assigns work to project Commissioning and Startup Mechanical technicians, crafts, and others who are performing specific assignments.
Coordinates between project engineering, construction, specialty staff groups, clients, and vendors.
Inputs to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
Plans, schedules, conducts, or coordinates detailed phases of, commissioning, startup, operations, or maintenance for a project, including reviews of designs for plant operability and safety and jobsite commissioning and startup as directed. Performs work that involves conventional practice but may include a variety of complex features such as conflicting priorities, unsuitability of conventional methods, or difficult coordination requirements.
Establishes and implements plans, instructions, procedures, and work process improvements to ensure the safe, timely, and economical delivery of Commissioning / Start up activities to meet project requirements.
Assists with producing, reviewing, or finalizing the following documentation:
Scoped Mechanical Systems
Schedule sequence
Commissioning Site Execution Plan (Mechanical)
Customer Training Plan (Mechanical)
Assist in population of System Completions Database (Mechanical Items)
Inspection and Test Procedures as required
Integrates interdisciplinary schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the contractors and others to coordinate work sequences with the total project plan.
Ensure permanent plant materials are stored in accordance with specifications and project requirements. Responsible for testing of mechanical system(s) as per suppliers and legislative requirements.
Prepares and Maintains Mechanical Spares for Commissioning and startup. Monitors Commissioning & Startup spares usage on the site and Prepares Field Material Requisitions for permanent plant material to ensures that the commissioning, Start up and Operations activities to be productive.
Responsible for jobsite operations including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility.
Preparing reports and forecasts, including summary of CSU progress and craft personnel forecast.
Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
Willingness to travel as business requirements dictate.
Qualifications and Skills:
Basic Qualifications:
University/B.S degree in Mechanical Engineering plus 12 years of experience or 17 years of equivalent industry experience in-lieu of a degree.Additional Qualifications:
Heavy industrial direct hire construction experience in a supervisory role commensurate with the type of work to be undertaken, preferably in a lump-sum turn-key environment.
The ideal candidate possesses extensive and a broad technical experience of commissioning, startup, operation, maintenance, and testing of Mechanical Systems/Components of Oil & Gas Processing Facilities.
Good Knowledge and Understanding of engineering systems, applications of startup and operations; and previous experience in Mechanical Commissioning roles.
Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.
Demonstrated ability to motivate and lead team members effectively & positively in a collaborative team environment.
Demonstrated ability to problem-solve in high pressure situations.
Good knowledge in MS Word, Excel, Visio, PowerPoint, and other relevant Bechtel used applications (Aconex, Set Route).
Understands project workflows from design, estimation, construction administration and coordination, and fabrication.
Preferred Qualifications:
Experience on an LNG construction site especially along the U.S. Gulf Coast.
Experience in the design of LNG facilities.
Understanding of applicable Bechtel work processes including Standard Work Process Procedures.
Familiarity with Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects.
Strong supervision experience including the ability to lead and manage change.
Additional Information:
Work requires the physical ability to conduct field inspections including but not limited to: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e., harness, life vest, lift buckets, etc.).Shaping tomorrow together
