About Soil Conservationist (State Programs Specialist-Easements and RCPP)

  Summary This position servers as a Soil Conservationist providing guidance to implement NRCS Easement & RCPP programs throughout the state. Specific duties are coordinating and carrying out Farm Bill conservation programs; program policy interpretation, development and delivery of program guidance to staff; and other technical assistance related to the development of conservation activities of covered programs. Incumbent reports to the Assistant State Conservationist for Easement & RCPP Programs. Responsibilities Provides leadership and coordination for the implementation of a wide variety of agency easement RCPP programs throughout the state. Conducts quality assurance activities and reviews tasks for compliance to program policies and procedures. Serves as the subject matter expert in the operation and maintenance of agency systems for tracking assigned program applications, eligibility, obligations, and fund integrity. Provides direct assistance, training and policy/program interpretation to field and partner agency staff. Maintains and updates agency manuals, handbooks, amendments, bulletins and other supporting policy related to agency programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Basic Education Requirement: Degree: Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science; OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience to qualify for GS-11 level: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include: Assisting in the implementation of agency programs Providing input in the development of program support materials Providing technical assistance in the implementation of agency programs; OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience to qualify for GS-12 level: You must possess at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include: Preparing complex conservation or resource management plans and providing financial or implementation assistance Clearly explaining and implementing conservation programs, funding eligibility, funding procedures and contract management according to issued guidance, policies and procedures Implementing and/or managing natural resources programs and practices which involve exercising initiative and resourcefulness Note: There is no education substitution for the GS-12 level. You will receive credit for all qualifying experience, including volunteer experience. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. Physical Demands: The work is most often sedentary in nature. Some physical exertion is needed when making area and field office visits. Work Environment: The work is performed in a typical office setting. However, some amount of the work is away from the worksite when traveling for area and field office visits. Some overnight travel is expected.
