Summary This position is located at Seward Military Resort. Approximate dates of employment are 15 May - 15 September 2024. Housing may be provided on a space available basis. Responsibilities Evaluates wind and sea conditions to determine safe limits of operation and whether it is necessary to return to harbor; adheres to rules of the road, and insures safety of passengers and safe, economical operation of the boat. Operates an inboard marine drive, diesel powered, 32 passenger (50 foot) charter fishing or tour vessel. Provides instructions on disposal of refuse and operations of head, as well as safety precautions. During the trip explains kinds of fish and may help bait hooks or land fish. Is knowledgeable and conducts speaking tour of operating area. Requirements Conditions of Employment Qualifications Must posses a minimum 50 ton, near coastal, U.S. Coast Guard approved license. Knowledge of basic rules of the road such as identification and proper actions of the stand-on and give-way vessels in crossing situations and when and how to execute changes of course or speed to best advise other vessels of the operator intent. Ability to steer a straight course, visually or by compass, making proper allowances for leeway and yawing and minor alterations to ease over larger waves. Ability to maneuver boats to dock and undock or come alongside other vessels, allowing for such things as propeller effect at low speeds, tendency to carry headway, the piloting effect of rudder movements during turns, the effects of leeway due to high winds and seas and course disruptions due to wave actions. Knowledge of engine and control operation. Knowledge of anchoring practices including setting-in anchors, proper scope, and breaking out deeply imbedded anchors using engine power or wave action. Ability to perform operator maintenance to mechanical equipment such as cleaning, greasing and oil changes and to recognize improper operation in order to secure repairs or adjustments. Ability to operate electrical equipment such as VHF radios, GPS, radar and chart plotters or depth sounders. Knowledge of local weather conditions, i.e., small craft warnings, wind directions and speed which cause quick build up of unsafe sea conditions, etc., in order to plan sheltered rout or cancel trip. Ability to lay out courses to assigned destinations, avoiding hazards using navigational aids, landmarks, speed of boat, etc., to determine position, estimate time of course change or arrival time. Ability to compare sounding and charted depths, correcting for tide stage, as a rough check of position. Ability to determine position of boat by visual or radar bearings on landmarks or navigational aids or radio direction finder bearings. Ability to interpret charts of local area to determine shallow channels, shore conformation, buoys, beacons and landmarks. Ability to interpret standard operating procedures. For example, evaluating weather conditions and taking appropriate measures in case of bad weather or mechanical failure. Ability to maneuver craft independently in situations of storm, reduced visibility and moderate commercial and small craft traffic. Ability to explain and enforce safety regulations among passengers. Skill in the use of safety equipment such as life jackets, fire extinguishers and emergency signals. Physical agility and balance to work safely on wet and moving decks. FWS Allowances and Differentials This is a federal wage schedule (FWS) position. All FWS employees are entitled to overtime work for work in excess of 8 hours in a day or in excess of 40 hours in the administrative workweek, whichever provides the greater benefit to the employee. Regular full-time, regular part-time (to include those in a limited tenure appointment category) and regularly scheduled flexible employees are entitled to Sunday premium pay when working Sunday shifts. A FWS employee will be paid a night shift differential of 7.5% for the entire shift when a majority of the employee's regularly scheduled non-overtime hours of work occur between the hours of 1500 and 2400. A FWS employee will be paid a night shift differential of 10% of the scheduled rate if a majority of the employee's regularly scheduled non-overtime hours of work occur between the hours of 2300-0800. Incentives and Bonuses Incentives may be paid. Up to 25% recruitment and retention incentive may be authorized for positions offering at least a guarantee of 10 hours per week.
