The Utilities Unit facilitates and manages the relocation, adjustment, removal, and addition of utilities along highways and rights of way the N.C. Department of Transportation owns while maintaining and preserving the integrity of the highway system and ensuring the safety of its users. The Utilities Unit serves as the subject matter experts on utilities within state rights of way.
We are looking for an Engineering Specialist I to serve as a Senior Utilities Coordinator in Raleigh.
In the position you will:
Coordinate roadway construction design activities with utility owners (water, sewer, electric power, gas, and telecommunications) to arrive at a plan for avoiding or relocating utilities in advance of roadway projects and manage consultants in the performance of these duties.
Work with a Utilities Engineer to review highway construction plans and develop a preliminary relocation and avoidance plan.
Present preliminary relocation and avoidance plans to the utility owners and assist the owners by providing any information needed while developing their detailed plans.
Develop preliminary utility project estimates, review estimates prepared by the owners, approve payments to the utility owners, assist the utility owners with developing construction schedules, and manage the utility relocation schedules to ensure that no utility causes a delay in the roadway project schedule.
Interpret NC General Statutes and evidence provided by utility owners to determine whether NCDOT or the utility owner has responsibility for the cost of the utility construction and design.
Interpret NC General Statutes to determine eligibility for assistance in purchasing easements and recommend requested easements for approval and purchase.
Coordinate planning for environmental compliance; review submissions for accuracy, completeness, and compliance with standards; assist and train Utilities Coordinators with less experience; and negotiate contracts with utility owners for the relocation of utilities.
Interact with other professionals and the general public.
Utilize the ability to communicate effectively verbally and in writing.
Use self-motivation to complete tasks within prescribed timelines with limited supervision.
Occasionally travel overnight.
Knowledge, Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
