The Louisiana Department of Treasury has one vacancy located in the Administrative Division.
This position serves as the internal auditor for the Department of Treasury and reports directly to the State Treasurer. The incumbent of this position performs highly complex work in the evaluation of departmental programs to ensure compliance with federal, state, and local laws rules and regulations as well as State fiscal policies and procedures. The position is performed with a very high degree of independence, initiative and requires excellent communication skills both oral and written.
This vacancy is being announced as a classified position and is open to all qualified applicants. This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion.

Qualifications
MINIMUM QUALIFICATIONS:
FISCAL OPTION:
Both of the following are required:
A baccalaureate degree with nine semester hours in accounting and an additional fifteen semester hours in any one or combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of professional level experience in accounting, financial auditing, operational auditing, or compliance auditing.
Possession of a current certified public accountant (CPA) license, Certified Fraud Examiner (CFE), or the certified internal auditor (CIA) designation.
SUBSTITUTIONS:
A master's degree with a major in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for the twenty-four semester hours of required coursework plus one year of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.

Differs from Auditor 4 by the presence of having full responsibility for managing the internal auditing program of a department.
Differs from Audit Manager by the absence of management duties over an audit division comprised of multiple subordinates.

Manages all aspects of an agency's internal audit program, including developing an internal audit charter, the annual assessment of risks, and annual audit plans.
On a continuing basis, evaluates internal control structures to include data processing controls, both general and application.
Provide a tracking system to follow-up on all findings of internal and external audits.
May perform performance, compliance, and operational audits of agency programs. Performs validity and accuracy tests of agency performance measures.
Interprets laws, rules, and regulations which will impact the audit program at an agency and ensure agency compliance with all mandated changes.
