Responsibilities This position is located in the Upper Colorado Region, Albuquerque Area Office (AAO), Facility Management Division, Facility Operations & Maintenance (O&M) Group, in Albuquerque, NM and is responsible to assist and oversee the development and formulation of water-related contracts, including repayment contracts, throughout the AAO. Duties of this position include: Provide technical guidance to the area office in development of water-related contracts; Develop basis of negotiation requests for the Commissioner's consideration and approval for water-related contracts, amendments, and supplements; Apply relevant legal authorities and analyzes value of water to users, user repayment ability, and sequential uses of water as input to contracts to determine repayment ability and recommends appropriate repayment arrangements; Work collaboratively with other divisions, area offices, regions, and requesting irrigation districts continually through the process to culmination of the final product; Participate in and facilitate repayment contract negotiations and maintains program and administrative reference materials, project files, and relevant background documents related to the contract; Prepare memorandums explaining, interpreting, providing background information, and elucidating the rationale of new and amendatory or supplementary contracts; Assemble data and prepares narrative summaries regarding water-related contracts; Prepare projections for contract purposes of payments for water services based on water expected to be available for various purposes in the future, and on the projected value. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in Federal service having demonstrated experience performing each of the following: 1) developing basis of negotiation requests for consideration and approval for water-related contracts amendments, and supplements for agency/office; 2) providing oversight support and recommendations to field, area office personnel, and area office management 3) reviewing contracts and facilitating efforts to negotiate water related contracts; 4) leading and coordinates on area and region-wide teams to develop process, procedures, and business practices on issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
