Job Description:
Reporting to the Manager, Traffic Operations - Area 1, the Senior Project Manager will be responsible for providing technical expertise and project management, addressing complex traffic operations issues. These issues include congestion management, neighbourhood infiltration, area and corridor studies, Complete Streets implementation strategies, transit network and operational studies. The Senior Project Manager will develop and maintain training and skills development materials and will coordinate the development and delivery of training programs to maintain a high level of proficiency in our technical staff.
Major Responsibilities:
The primary functions associated with the Senior Project Manager position includes, but is not limited to, the following:
Project Management
• Leads multi-disciplinary project teams and is responsible for project management of special projects, best practices and other program development and new initiatives.
• Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
• Participates in the preparation of capital and operational budgets and ensures that project expenditures are controlled and maintained within approved budget limitations; processed and documented in compliance with City and Division policy as well as the Construction Act; and tracked according to spend rates.
• Leads the development, implementation, monitoring, and evaluation of projects and programs related to the position in a manner that is consistent with negotiated contracts as well as City policies, plans, and strategies.
• Applies the project management body of knowledge (e.g., Project Management Institute) to the planning and execution of assigned projects. Manages time, budget and scope to ensure successful project execution.
• Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks.
Technical Knowledge
• Conducts technical problem investigations, performs site visits and inspections, participates in conducting studies and commenting on technical reports (including drawings and specifications), and provides detailed recommendations and advice that is in alignment with peer city best practices, industry guidelines and applicable regulations for traffic assets.
• Provides technical advice and expertise to support departmental staff.
• Conducts project-specific and on-going technical research into assigned areas ensuring that such research takes into account developments within the field, City policies and practices, applicable legislation and initiatives by other levels of government.
• Leads, facilitates, or participates in internal technical working groups and stakeholder engagement including other City divisions, agencies, community and interest groups, industry members, higher educational institutions, and other levels of government to ensure appropriate involvement and feedback at all stages of projects.
• Identifies, evaluates, and provides technical expertise and recommendations for the resolution of contract issues, risk management issues and public safety in compliance with City policies, guidelines, and by-laws.
• Analyzes the continuous improvement and control measures for quality, efficiency and effectiveness of services and formulates recommendations.
• Reviews and analyzes new technologies for utilization in existing or future service requirements.
• Maintains state-of-practice knowledge in assigned topics, including comparable peer cities and regulatory proposals and changes by other levels of government that may impact the City of Toronto.
Teamwork and Supervision
• Works to plan toward and support project and program delivery while addressing political, community, business and other stakeholder interests.
• Working with other interdivisional, interdisciplinary and interagency teams, developers, contractors, consultants to resolve financial, design and construction & maintenance issues.

• Supervises the day to day operation of assigned project team members (union & non-union) and junior staff including the scheduling, assigning and reviewing of work.
• Reviews, tracks, evaluates, and is accountable for the work performance of assigned staff and teams, ensuring effective teamwork, completion of required tasks, quality of deliverables, and continuous learning and development.
• Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.
Communication and Reporting
• Represents Transportation Services or the City of Toronto when communicating with elected officials and members of the public, at meetings with stakeholders, when participating in working groups and committees, as well as when coordinating and collaborating with peer cities, other levels of government, and technical associations.
• Acts as a technical specialist at project and organizational meetings with planners, administrators, and other external service providers.
• Prepares and/or provides input into the preparation of by-laws and regulations and supervises the implementation thereof.
• Developing business plans, standard operating procedures, and work and tracking performance metrics for internal & external stakeholders.
• Recommends policies regarding program-specific requirements.
• Facilitates and maintains relationships with staff of all City divisions through a coordinated effort to minimize disruption to day-to-day operations
• Undertakes site visits to observe and note site characteristics and infrastructure details.
• Administers, supervises and coordinates staff investigations of complaints or requests regarding safety, pedestrian conflicts, traffic control signals, bicycling, school zones, congestion, transit operations, parking, street lighting and other traffic-related problems.
• Prepares and delivers briefings to senior management in the Transportation Services division and individual members of City Council, drafts staff reports and presentations for management review and submission to City Council and its Committees, and drafts correspondence for a variety of audiences.
• Assists management team in recruitment process for the business unit.
Key Qualifications
Post-secondary education in a professional discipline pertinent to the job function including Civil/Transportation Engineering and/or through combination of project management experience or an equivalent of education and experience.
Considerable experience as a fully accountable project manager handling multiple and diverse projects and priorities, from inception through to implementation and evaluation, in a detail¬ and deadline-oriented environment.
Experience in managing project budgets and/or capital planning and implementing creative solutions while balancing political, community, and other stakeholder interests.
Considerable experience in Traffic Operations.
Ability to deliver on demanding assignments requiring critical judgement, analytical thinking, and creative problem-solving.
Excellent stakeholder management skills with a proven track record in working with Community and interest groups, elected officials, internal and external partners, and the general public.
Highly developed interpersonal skills with the ability to communicate both orally and in writing at all levels of the organization, and the ability to convey technical information effectively to elected officials and the public.
Excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts.
Effective leadership and team-building skills, and the ability to provide work direction to project team members, contractors, and staff in a unionized environment.
Experience with project management software (MS Project), database management (MS Access), computer-aided design (MicroStation, SketchUp or AutoCAD), or geographic information systems (ArcGIS or QGIS), or relational databases (SQL) would be considered an asset.
11.Knowledge of various legislation related to the field including the Ontario Highway Traffic Act, Ontario Traffic Manual, Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act, Municipal Freedom of Information and Protection of Privacy Act, and any other legislation related to the job summary.
