  Summary:

  A quarter of a million dogs are housed in commercial facilities that breed puppies for sale to pet stores, online and to the pet trade. The ASPCA's Puppy Mill Initiative works to end the cruel, commercial breeding of companion animals by strengthening laws, mobilizing the public and using the courts to reform the systems that harm dogs.

  The Senior Manager, Puppy Mill Initiative will work in coordination with the Federal and State Government Relations (GR) teams, Legislative Engagement team, Legal Advocacy and Investigations (LAI) team, and Media and Communications teams to advocate for federal and state legislation, regulation and policies to end commercial breeding. This person will support communications and media efforts to increase awareness and impact public perception of the issue.

  The Senior Manager will contribute to other departmental priorities such as writing, research, and news monitoring to carry out the organization's goals. As part of the Legal Advocacy and Investigation department, this person reports directly to the Senior Director, Puppy Mill Initiative, and works closely with the Program Associate.

  This remote-based position (which requires travel, as described below) is open to all candidates based within the United States. Candidates based within commuting distance of New York City will be expected to commute to our New York City 8th Avenue office once a week.

  Responsibilities:

  Responsibilities include, but are not limited to:

  Strategy and Project Management (60%)

  In coordination with Director, develop overall strategy for, implement and assess effectiveness of the Puppy Mill Initiative

  In partnership with the Government Relations and Legal Advocacy Investigations departments, inform specific legislative, regulatory and litigation activities

  In coordination with Communication teams, identify and develop public engagement campaigns

  Define goals, activities, and outcomes

  Track budget and progress against metrics

  Draft reports, fact sheets, letters, advocacy alerts and other communications, in partnership with the Government Relations and Legal Advocacy and Investigations departments

  Research and Tracking (20%) Working closely with the Program Manager

  Identify and understand the universe of public records related to commercial breeding; request, access and analyze responses to support litigation, develop policy agenda and to evaluate impact

  Develop and maintain an efficient database and/or tracking systems for relevant records

  Work with the Strategy & Research department to review third party research or develop original research

  Undertake further research as needed to support the team's priorities

  Education and Awareness (20%)

  Develop and/or edit puppy mill content for publication on the ASPCA website, or for social or traditional media placement

  Determine opportunities for the ASPCA to engage with and add to the public narrative on puppy mills

  Brainstorm potential activations and campaigns to raise awareness about commercial dog breeding

  Education and Experience:

  Bachelor's Degree or equivalent experience required; Additional relevant education in public policy, animal welfare, or law a plus

  5 years combined experience studying and/or working within public policy, a law or legal setting, advocacy, education and awareness campaigns or related field required

  Experience participating in strategic planning or leading the implementation of strategic initiatives required

  Experience working specifically in advocacy, education and/or awareness campaigns highly preferred

  Experience identifying, collecting and analyzing research from diverse sources preferred

  Experience working on animal welfare issues a plus

  Experience working on legislative efforts a plus

  Qualifications:

  Strong communication skills - able to effectively communicate complex information simply, in writing and speaking, to diverse internal and external audiences

  High attention to detail and ability to carefully vet public facing materials

  Creative and innovative thinker who actively seeks new opportunities and recommends solutions

  Ability to develop rapport and engender trust with colleagues

  Strong ability to multitask and efficiently support multiple projects/campaigns with minimal supervision

  Proficiency in Microsoft Word, Outlook, Excel and PowerPoint

  As the majority of the department is based on the East Coast, the Senior Program Manager must be available to work on an East Coast schedule

  Ability and willingness to travel up to 10% of the time as needed: this role will include travel at least once per quarter.

  Compensation and Benefits:

  The applicable target hiring range for this remote role is based on where the employee works, which for remote roles is the employee's primary location of residence, and its respective cost of labor. We have organized the U.S. varying costs of labor index into three geographic zones. As a point of reference, below, we have included our ASPCA locations by geographic zone to illustrate what the hiring range would be in each of the following areas.

  Starting pay for the successful applicant will depend on a variety of factors, including but not limited to education, training, experience, location, business needs, internal equity, market demands or budgeted amount for the role. The target hiring range is for new hire offers only, and staff compensation may increase beyond the maximum hiring range based on performance over time. The maximum of the hiring range is reserved for candidates with the highest qualifications and relevant experience. The expected hiring salary ranges for this role are set forth below and may be modified in the future.

  Zone 1 (For example, Asheville, NC; Champaign, IL; Columbus, OH; Gainesville, FL; Miami, FL; Oklahoma City, OK; Overland, KS; Union, MO; Weaverville, NC): $77,000 - $82,000

  Zone 2 (For example, Washington D.C.; Los Angeles, CA): $85,000 - $90,000

  Zone 3 (For example, New York, NY): $94,000 - $100,000
