　　Summary

　　HII-Mission Technologies is seeking a skilled Senior Portfolio Management Analyst who will be a subject matter expert in the areas of portfolio management, governance, and investment management, with a secondary understanding of budgeting! This role will advance the integration of portfolio management and will work within the agency’s demand management process, defense acquisition processes, IT governance framework, financial and cost management environment, and enterprise architecture (EA).

　　The Senior Analyst will work in a Lean Agile environment and will connect agency/portfolio strategy with the portfolio backlog of epics and enablers within each customer's value streams. Overall, this role will focus on Enterprise Planning, Funding Allocation, Enterprise Roadmap Development, Enterprise and Portfolio Performance Management, Assessments of Release Results within a Value Stream and the aggregation of all value streams. 　　What you will do

　　Translate Agency Strategy/Objectives to Enterprise Strategy and balance out Enterprise IT Portfolio Components to ensure the completion of DSCA objectives

　　Assist in the confirmation and documentation of DSCU business context, vision, strategic themes. Will support the Portfolio Owner and Product Manager who has primary responsibility for validating this business context for the portfolio

　　Provide expertise towards establishing a balanced enterprise and portfolio structure of programs, projects, and potentially sub-portfolios and assist in their translation to prioritized epics

　　Will work with the IT Governance and Investment Management team of budget/cost analysts by confirming availability of Title 10 and Title 22 funds

　　Will assist in the consistent development and management of a visual Portfolio Roadmap/Milestones which illustrates how portfolio epics will enable the transition from as-is to to-be capabilities

　　Will facilitate the link to Governance Processes. Will manage the organizational interfaces to each portfolio

　　Building and maintain both the enterprise and portfolio prioritization process to support the Prioritized Portfolio Backlog

　　Review and understand the condition of in-use and in-development systems to help facilitate board discussions that may lead to accelerating, modifying, enhancing, modernizing, canceling, or decelerating investments

　　Support an IT portfolio’s alignment with investment data from authoritative data sources such as Defense Information Technology Portfolio Repository (DITPR), Select and Native Programming Data Input Systems for Information Technology (SNaP-IT), Integrated Business Framework – Data Alignment Portal (IBF-DAP), and Defense Information Technology Investment Portal (DITIP)

　　Play a key role in the implementation of a project portfolio management module (ServiceNow)

　　Collaborate with EA to maintain compliance of defense business systems (DBS) with applicable laws, regulations, policies (LRP)

　　Summarize evaluation performance results for senior management to make decisions about system assets

　　What we are looking for

　　9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience

　　Experience with portfolio analysis, project management, governance, and investment management experience

　　Experience with any of the following: Intake processes, IT cost estimation, project budget formulation, and project management

　　Experience with business process mapping

　　Experienced in briefing senior-level managers

　　Experience with writing business cases

　　Familiarity with functioning in an IT Governance-driven environment for decision-making

　　DoD policy and process experience

　　Experience using the following MS Office Suite tools: Word, PowerPoint, Outlook, and Excel

　　Clearance: Must possess and maintain a Secret clearance

　　7+ years of combined portfolio analysis, project management, governance, and investment management experience

　　3+ years of experience with any of the following: Intake processes, IT cost estimation, project budget formulation, and project management

　　2+ years of experience with business process mapping

　　3+ years of agile or SAFe expertise at the product, portfolio, or enterprise level

　　Experience with ServiceNow, IT Business Management and IT Financial Management S/W Modules

　　Physical Requirements
