  This position is for a highly motivated Sr. Manager that will lead a te am of 1 2 + system engineers who execute DoD contracted mission critical weapon system developments for the United States Navy and Air Force . Team s cope is for the design and integration of mid-to-large scale digital and physical networks for Nuclear Command, Control, and Communication (C3) weapon systems (government mission platforms, not terrestrial IT networks).

  As the team’s manager , you will guide the development and deployment of networking and infrastructure solutions for our end customer’s platforms. This connectivity bridges capability and connectivity for all processing, radio connectivity, audio and video connections, and interface to a wide set of diverse mission required peripheral equipment. This team will maintain the platform configuration baseline for all interconnectivity fabric and ensur e proper network functionality in both a digitally simulated and physical environment.

  A successful candidate must have experience , and be comfortable , in leading our internal design team ’s adoption of new tools and processes to deliver on our contractual commitments for the project . The candidate must demonstrate leadership and creativity in defining these new tools and processes , as well as working with existing ones, to support these new digital environments ( Model Based Systems Engineering (MBSE) , simulation, automation of build delivery and test) .

  Primary Responsibilities :

  Technical direction - candidate must be able to direct the utilization of systems engineering fundamentals, project design , and systems test concepts for mission processing communication systems

  Program technical design and execution planning - candidate must be able to guide team members on the creation of system engineering plans, execution baselines, program execution and staffing plans, and technical risk assessments in support of customer expectations and business objectives

  Project management - candidate must be able to guide team members around scope, schedule and budget s for pertaining to the team’s activities

  C andidate must be well versed in using Earned Value Management System (EVMS) performance measurement

  C andidate must be able to assign and coordinate staffing

  Bid and proposal - candidate must be able to lead, review, and provide guidance to team members on technical bid and proposal activities for pursuits

  Personnel administration - candidate must be able to perform hiring, setting goals, performance assessment and personnel management for a team of technical engineers

  Candidate will lead the engineering team using strong interaction, interpersonal, mentoring and negotiating skills, and will be responsible for managing project risks/issues and elevating to upper management when appropriate . In addition, the candidate will be responsible for adhering to, and supporting Collins Aerospace process methodologies while developing and managing commitments to meet project financial and schedule deliverables and quality requirements.

  Basic Qualifications

  Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) unless prohibited by local laws/regulations and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience.

  Active and transferable U.S. government issued security clearance is required prior to start date • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  3+ years of leadership experience (e.g., managing projects or small teams).   

  Experience in all phases of embedded software systems development (full life cycle).

  System integration experience for DoD p latforms requiring large scale networked capabilities.

  Experience managing technical teams creating engineering SYSML m odel s.

  Experience managing technical teams creating technical design requirements and performing r equirements management and decomposition.

  Demonstrated ability pertaining to Technical Risk Management.

  Preferred Qualifications:

  Active Top Secret clearance.

  Experience with VLF, HF, V/UHF, SATCOM communication systems.

  Experience with multi-enclave network ing systems.

  Experience in design and development of processing systems.

  U nderstanding of best practices and design tenets in IT infrastructure.

  U nderstanding of networking concepts and cybersecurity.

  Experience with aircraft level avionics and/or mission system integration.

  Experience with Model Based Systems Engineering concepts and tools such as Magic Draw CAMEO, Rhapsody, Enterprise Architect.

  Experience creating/reviewing project bids and pursuits.  

  Familiarity with agile development and DevSecOps.

  Employee Referral Eligible

  The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
