  Job Description

  The Massachusetts Health Policy Commission (HPC) seeks a Senior Manager for Pharmaceutical Pricing and Policy to manage the agency's responsibility to assess the value of certain pharmaceutical drugs. The Senior Manager will also contribute to the agency's overall policy and research agenda to improve the performance of the Massachusetts health care market in delivering high-quality, cost-effective, equitable care.

  This is a terrific opportunity for a motivated individual with subject matter expertise in pharmaceutical pricing and policy and an interest in health care market functioning to contribute to the nation-leading work of the HPC on behalf of all residents of the Commonwealth. The Senior Manager will join the Market Oversight and Transparency department and report directly to the Senior Director of Market Oversight and Transparency.

  Duties of this position may include but are not limited to:

  In close collaboration with leadership, managing the agency's process for assessing the value of pharmaceutical drugs and overseeing market investigations of pharmaceutical drugs;Participating in the development and achievement of agency strategic and research objectives as they relate to health care market oversight and pharmaceutical spending;Managing and supervising a project-based team, including managing contracted consultants;Preparing and overseeing extensive significant written and quantitative work product;Publicly representing the work of the agency to policy leaders, advocates and stakeholders, including:Developing and maintaining relationships with national, state, and local organizations to support the HPC's work on pharmaceutical spending;Convening stakeholders on HPC's work; andCoordinating with other state agencies, including the Executive Office of Health and Human Services (EOHHS), the state's Medicaid program (MassHealth), and the Center for Health Information and Analysis (CHIA).Developing content for and presenting publicly, as necessary, to the HPC Board of Commissioners at public meetings; andRepresenting the HPC by attending and potentially presenting at state-wide, regional, and national conferences and events.

  Qualifications

  Minimum Entrance Requirement:

  Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional experience in relevant field, such as health care, health policy, health administration, or (B) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

  Preferred Qualifications:

  A degree in health care policy, pharmacy, health care administration, business, medicine, economics, or another health care policy related field; 7 years of experience in health care, pharmacy, health policy, or related fields, preferably in state or federal government; Significant subject matter expertise in pharmaceutical pricing and policy; Knowledge of and relationships with key Massachusetts health care stakeholders, including other state agencies, pharmaceutical manufacturers, provider organizations, and payers; Excellent speaking and writing skills, including an ability to organize information and concepts clearly, concisely, and logically and to tailor communication for various audiences; Demonstrated experience leading cross-functional, complex, long-term projects and initiatives, including internal and external stakeholder engagement, in the context of a fast-paced work environment; Experience engaging and managing contractors and subject matter experts; Experience managing complex, high-profile matters, including effective communication regarding sensitive matters and management of confidential information; A commitment to fostering an inclusive workplace that promotes collaboration amongst diverse viewpoints, facilitates cooperation and teamwork, and supports constructive resolution of conflicts; and A strong interest in public service and desire to advance a more transparent, accountable, and equitable health care system for all Massachusetts residents.

  Experience working in a public department or agency will be strongly considered. Salary is commensurate with experience. The HPC may adjust title and responsibilities depending on the experience, education, and expertise of the individual selected.

  The HPC requires all employees to be fully vaccinated against COVID-19, as detailed in the HPC's COVD-19 Vaccination Policy. Individuals may request an exemption from the vaccine requirement for medical or religious reasons.

  The primary location for this position is in Boston, Massachusetts. The HPC operates in a hybrid workplace model with employees working remotely for part of the week and flexible scheduling options available. While the interview process will primarily be conducted virtually, in-office time is required for onboarding and ongoing employment.
