Your Specific Responsibilities:
The Bureau of Chronic Disease Prevention works to prevent and reduce the impact of chronic diseases and disabling conditions by addressing associated modifiable risk factors. Chronic diseases including heart disease, stroke, cancer, diabetes and asthma are among the most common, costly and preventable of all health problems in Florida and in the United States. The Bureau develops, implements and evaluates health promotion activities, primary and secondary prevention services, and community-based health interventions across the state. The Bureau partners with state and local agencies, health systems and community partners to encourage best practices statewide, ensuring the inclusion of persons with disabilities in all program activities. These partnerships ensure coordination and collaboration among and between stakeholders and providers to stimulate prevention and intervention activities to reduce the morbidity and mortality from chronic diseases and support efficient and effective delivery of health care.
This is a professional position under the direct supervision of the Bureau Chief of Chronic Disease Prevention. This is a highly responsible position that involves advanced skills in planning, implementing, monitoring, evaluating and reporting on activities designed to reduce the burden of chronic disease statewide. This position oversees projects and directs work of subordinates. Duties include, but are not limited to the following:
Administers and supervises the Health Systems Section, which includes the Florida Asthma Program, the Diabetes and Prevention Management Program and the Epilepsy Services Program. Communicates with supervisors and staff across multiple sections to ensure collaboration and efficiency in completing activities in work plans.
Oversees budgets, spending plans and other financial responsibilities for programs within the Health Systems Section. Maintains fiscal accountability and responsible for encumbrances related to assigned grant budget activities.
Oversees statewide initiatives and provides technical assistance and training(s) for the Centers for Disease Control and Prevention grants and applicable grants awarded to programs of the Health Systems Section.
Oversees contracts for the Health Systems Section and ensures staff completes invoices and other contract actions timely and accurately.
Responsible for supervising activities of the Epilepsy Medication Program and the Insulin Distribution Program.
Actively participates in Bureau management meetings, contributes to planning and guiding Bureau initiatives, and explores outside funding opportunities as needed.
Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, and having the authority for hiring and taking disciplinary actions or effectively recommending such actions.
Represents the Department on boards and councils and at meetings and conferences as needed and responds to assignments generated internally or externally, including legislative assignments, budgetary issues, rule writing, etc.
Attends and participates in all pertinent educational opportunities to further enhance personal and professional development. Maintains a current working knowledge of computer software programs needed for the demands of the position.
Required Knowledge, Skills, and Abilities:
Knowledge of program monitoring, coordination, and evaluation techniques. Knowledge of process improvement, quality assessment, and managerial and leadership techniques. Ability to plan and develop programs or program components. Ability to maintain effective working relationships and interpersonal skills. Ability to prioritize and work with minimal supervision. Ability to understand and apply applicable rules, regulations, policies and procedures. Ability to communicate effectively verbally and in writing. Ability to review, analyze and evaluate data. Ability to present information in a concise and organized manner. Ability to thoughtfully prepare various reports in a meaningful and logical manner within a specified timeframe.
Possesses the following skills: proficiency in computer programs such as Microsoft Word, Excel, and Outlook.
Qualifications:
Preferred candidate will possess a Master’s degree in Public Health or similar field with at least two or more years of public health experience; have extensive experience and familiarity with disease prevention and health promotion programs, with an emphasis on chronic diseases; demonstrate high level of proficiency with state government management policies and procedures; effectively communicate in both written and verbal forms; work independently, prioritize and organize work assignments and work under pressure.
