  S ummary

  The Senior Director of P roject Controls has a high level of authority for the decision - making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by the Senior Management. The incumbent has decision-making authority over their functional area. Works within clearly defined policies, principles, and specific objectives in consultation with departmental management. Provides policy and procedural recommendations with final approval from the Senior Management.

  Responsibilities

  Proven complex experience in tackling large - scale program/project control issues.

  Establishes key performance indicators and holds team accountable for complex project controls mitigation strategies, innovative reporting, and proactive engagement with project teams and agency owners.

  Provides resource balancing for project needs and optimizing time amongst team members.

  Reviews and assists in force account project need s throughout the project planning stage and leverage s seamless handoff to project controls team members to monitor/track throughout the project lifecycle.

  Education and Experience

  Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

  Must have a minimum of twelve (12) years of related experience .

  Must have a minimum of six (6) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.

  An equivalent combination of education and experience may be considered.

  Licensed Professional Engineer or Registered Architect desirable.

  PMI-SP, EVP, CCP, or CPE Certifications are desirable.

  Significant experience in project management for major construction projects or project controls with highly complex systems preferred.

  Substantial experience leading and managing contractors, subcontractors, or vendors.

  Proven ability to collaborate with a broad range of stakeholders and drive outcomes.

  Excellent communication and interpersonal skills.

  Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels .

  Demonstrated ability to work in a high - profile, high - pressure environment effectively.

  Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

  Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

  Must possess excellent team - building , listening, problem - solving, and prioritization skills.

  Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
