The Cloud Operations + Innovation (CO+I) Commissioning team is responsible for managing the end-to-end delivery of new data center capacity for CO+I. Through development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and virtual teams to successfully deliver multi-million-dollar, multi-year data center construction programs.
As a Senior Director, Global Commissioning Manager, you will work with the data center delivery (DCD) Regional and Sub-Regional Leaders, architects, engineers, construction managers, network engineers, general contractors, trade contractors, and data center operations teams in order to streamline and improve delivery of data center capacity globally. You will directly manage and oversee a team of commissioning leaders who are partnering with their onsite execution team to ensure that projects are executed predictably to deliver the latest generation of datacenter technology to Microsoft’s Online Services to meet the business need. You shall be responsible for ensuring that the projects are commissioned in accordance with Microsoft's standards and directly manage the process for projects globally. This position reports directly to the CO+I EPC (Engineering, Procurement and Construction) VP (Vice President), Global Data Center Construction.

Design
Drive collaboration across disciplines and presents recommendations from engineering teams to leadership team to determine the need and the scope of design reliability risk analysis as well as whether to perform design analysis, test infrastructure development, or test execution internally or externally.
Collaborates with and advises engineering teams on external supplier or partner selection and engagement in broad areas. Focuses on long term strategy, shares defined prescreening criteria with leadership, and influences approvals to ensure alignment across teams and the organization.
Champions innovative technical principles and forward-looking technologies related to industry trends, competitors' products, and/or advances in various technical domains related to project commissioning, Engineering and related disciplines. Shares knowledge of deep technical areas across teams within their organization. Provides a strategic vision of technology and industry trends. Develops and shares new and unique technical knowledge with teams working across multiple product lines.
Works with stakeholders to create multi-year strategies for developing appropriate analyses, test techniques, or design/materials/process solutions to reliability challenges across product lines.
Works with stakeholders to create multi-year strategies for developing test techniques or design/materials/process solutions that are novel or patentable analyses. Influences the development and negotiation of custom contracts that reflect this strategy. Influences industry to adopt analyses, test techniques, and/or licensing.
Drives the development of solution cases for quality and reliability challenges across their organization and presents solutions to leaders and external stakeholders that span all three dimensions of business, experience, and technology (BXT).
Drives the development of qualification plans across lines of complex products. Reviews and approves any suggested improvements to qualification plans based on industry benchmarking, cross-functional interaction, and interactions with customers and external suppliers or partners.
Testing and Verification
Drives the development, review, and execution of qualification plans across global projects to assess execution of commissioning activities in support of predictable project delivery to customer need dates.
Drives the development of customized qualification plans across sets of related product features, applications, or categories across their organization.
Drives the determination and implementation of appropriate test equipment, fixtures, procedures, and personnel training requirements for executing existing reliability qualification plans across their organization.
Drives the documentation of commissioning and equipment test requirements. Advises engineering teams across their organization on protocols for documenting test requirements.
Drives the development of external testing supplier or partner engagement models across teams, ensures supplier or partner readiness is appropriately evaluated and that supplier or partner knowledge is documented for use across multiple product lines.
Defines content and expectations for metrics to be included in dashboards or reports and establishes Key Performance Indicators (KPIs) for testing and quality metrics. Drives the creation of cross-functional partnerships to support the development of dashboards or reports.
Drives the implementation of data/statistical analyses across multiple teams to ensure products are conforming to specified requirements and test cases to fully assess reliability across the full spectrum of customer usage scenarios; reports results of analyses to internal leadership and external stakeholders.
Drives strategic implementation of root cause analyses conducted by teams working across product lines within their organization. Presents findings and suggested solutions to stakeholders to influence and implement design changes across product lines.
Defines frameworks and expectations for prioritizing failure analysis requests, determines types of analyses needed, secures resources required from cross-functional partners, develops, and manages failure analysis test plans, assigns analyses to the appropriate teams, and tracks productivity and success rates.
Drives verification of proposed corrective and preventive actions across their organization to ensure they address and correct known and potential problems across project execution. Identifies opportunities to implement fixes for similar products and shares insights with relevant internal and external stakeholders.
Drives the development and execution of plans with Project Management, General Contractors and Trade Contractors to predictably execute projects
Project Implementation
Influences decisions on project deliverables across the profession by considering business risks. Identifies potential resources issues and proposes cross-organizational compromises.
Drives the implementation of qualification plans and specifications across product lines. Takes action to resolve process gaps, create process improvement, and account for competitive threats, quality, performance, cost, schedule, risk, and capability.
Drives the assessment of significant project risks (e.g., supplier or partner delays, incomplete specs, or equipment issues) and defines clear expectations and strategic priorities for the development of qualification plans to address those risks across product lines.
Monitors project progress/status updates across project teams and anticipates potential challenges, shares details with key internal and external stakeholders as necessary (e.g., proactively resolves design issues, acquires resources, or identifies feasible alternatives).
Reporting and Documentation
Writes, reviews, and edits both standard and customized technical documentation prepared within their area across product lines and helps set documentation requirements across teams within their organization or function to ensure consistency.
Defines expectations and standards for the documentation of project execution plans through Commissioning of global data centers.

Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 11+ years technical engineering experience
OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 10+ years technical engineering experience
OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 8+ years technical engineering experience.
11+ years of data center or semiconductor factory construction and commissioning experience.
5+ years people management experience with the ability to support a Global Organization.

15+ years of data center or semiconductor factory construction and commissioning experience.
Proven experience as a Commissioning or Construction Manager on large scale and globally diverse construction projects in Oil & Gas, Pharmaceutical or Bio-Technology industries.
Demonstrated knowledge of electrical, mechanical, instrumentation and controls, IT (Information Technology) and SCADA (System Control and Data Acquisition) systems integration to support fast track execution of Data Center delivery and/or semiconductor factories
Reliability Engineering M6 - The typical base pay range for this role across the U.S. is USD $158,500 - $276,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $202,800 - $304,200 per year.
