Job Summary:
The director is recognized as the Northwest Regions nursing leader of nursing practice and standards in ambulatory care settings. The director works across the Kaiser Permanente system with ambulatory managers, physicians, HR and union representatives to develop, implement, and maintain, integrated systems to support and promote the safe delivery of quality nursing care and processes which are consistent with KPs vision, organizational goals, state regulations and accrediting bodies.
Essential Responsibilities:
Strategy: Serves as the nursing leader in providing direction and driving quality and patient-centered nursing services in Ambulatory Care. Develops and implements the nursing vision to support organizations performance goals. Communicates and holds managers and nurses accountable for knowing and following professional standards of nursing practice. Leads the development, implementation, and evaluation of professional practice standards. Supports delivery system leaders in implementation and evaluation of clinical and performance standards for nursing staff. Leads nursing related labor partnership collaborations and activities and oversees the development and evaluation of nursing standards and educational opportunities to enhance the professional growth of nurses. Identifies and monitors trends and changes in legislative and regulatory areas that affect clinical practice within the state and advises organizational leaders. Directs the assessment of clinical environment to promote safe delivery of nursing care and recommends process improvement opportunities to regional leadership.
On-board, Develop and Educate: Enhances career opportunities and development in nursing through recruitment and retention work force efforts. Assures availability of high quality nursing resources for patient care. Oversees the development, implementation and evaluation of programs to support knowledge and skill development of nursing and unlicensed clinical support staff. Leads and oversees development and maintenance of regional infrastructure to support and maintain consistent quality of care across Ambulatory Care settings. Develops and oversees nursing and support staff KP Development University for ongoing quality and competency improvement. Assures the timely review and approval of standardized nursing procedures for content, appropriateness, consistency with regional guidelines and compliance with external regulations and certification guidelines. Assures availability of training and orientation programs necessary to maintain clinical competency and support career development. Monitors and holds managers and staffs accountable to adhere to state/federal regulations as well as to organizational policies and procedures. Drives and leads the development, implementation and evaluation of professional practice standards/model for nursing to enhance professional growth. Leads and implements assessment of clinical environment to promote safe delivery of nursing care.
Workflow Optimization: Provides direction in the development of systems to assure effective and efficient care systems and clinical practice competency. Oversees the development, implementation and evaluation of programs to support consistent work processes that serve the Kaiser Permanente Membership and teams. Leads in communicating and holding managers and staff accountable for knowing and following performance standards and role expectations within health care teams. Oversees the development and implementation of clinical competency assessment tools and strategies. Oversees the design, development, implementation and evaluation of programs to support knowledge and skill development of nursing and unlicensed clinical support staff to advance care delivery models. Collaborates with Physician partners to ensure workflows support an optimal members experience. Provides direction in development of systems to assure organized and efficient care systems. Drives the use of quality and service related data to design, facilitate, and improve nursing care. Holds managers, nursing personnel (RNs, LPNs) and unlicensed clinical support staff accountable in knowing scope of practice and practicing to full maximum scope within federal and state regulations. Identifies and drives enhanced practice roles for RNs, LPNs and MAs with specific outcomes to measure performance and return on investment.
Quality Assurance: Drives the development and implementation of quality infrastructure, which both monitors quality and identifies improvement opportunities. Oversees and supports delivery system leaders in implementation and evaluation of clinical standards and performance measures for nursing staff and integration of nursing services within delivery system.
Establishes and fosters relationships with State Boards of Nursing, state and local community colleges and national ambulatory nursing organizations and forums. Advocates for Kaiser Permanente nursing care model in regional, state and national nursing and healthcare arenas on nursing issues. Models and promotes the value and image of nursing within and outside of the organization. Monitors and responds to legislation and regulatory proposals which impact nursing and care delivery. Develop and maintain relationships with academic institutions to promote Kaiser Permanente as employer of choice and fosters needed changes in nursing curriculums. Represents Northwest Region on the National Nursing Leadership Council and participates in activities to enhance value, consistency and quality of nursing practice and role across regions.

Basic Qualifications:
Experience
Minimum ten (10) years of related experience in business, health care administration, or other related field.
Minimum five (5) years of management experience in a healthcare organization, preferably in ambulatory health care.
Experience in an environment with responsibilities related to design, methods, data preparation, and analysis or management of a large interdisciplinary project.
Education
Masters degree in nursing, healthcare administration or other related field.
Bachelors degree in nursing.
License, Certification, Registration
This job requires credentials from multiple states. Credentials from the primary work state are required before hire. Additional Credentials from the secondary work state(s) are required post hire.
Registered Nurse License (Washington)
Registered Nurse License (Oregon)
Additional Requirements:
Knowledge of quality management principles and techniques.
Knowledge of patient safety culture/programs.
Knowledge of regulations and standards regarding nursing and healthcare facilities (e.g. The Joint Commission, NCQA, etc.)
Knowledge of contemporary trends, issues, and standards of nursing and healthcare.
Proven effective knowledge of and skill in group process facilitation, team building, customer focus, influence, results orientation, systems thinking, change management, quality management, and process improvement methodologies.
Proven experience developing high performing individuals and teams.
Superior communication and interpersonal skills.
Strong ability to make decisions in a matrix environment.
Requires ability to visit all KPNW medical office locations and occasional out-of-town travel.
Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:
Minimum ten (10) years of progressive clinical and leadership management experience, preferably in ambulatory health care.
Doctoral degree in nursing, healthcare administration, business, public administration OR two (2) years of experience in a directly related field.
