Position Description : Under the direction of the Director of Compliance and Property Management Director, the Senior Compliance Analyst will work directly with the Director of Compliance, Compliance Trainer and Audit Specialist. This position assists and assures full compliance of all the Foundation Communities’ programs. Our goal is to maintain the organization is good standing with federal and state agencies, as well as all of our various compliance funder requirements. The Senior Compliance Analyst needs to be well versed in all of the guidelines and regulations pertaining to Foundation Communities’ compliance programs, such as Low Income Housing Tax Credits (LIHTC), HOME, TCAP Replacement Funds, HUD Section 8 Voucher, Housing Trust Fund, Neighborhood Stabilization Program (NSP), and Section 811.
Primary Duties/Responsibilities:
Oversee timely completion of approval of all recertification and new move in files. This consists of :
Review files for calculation errors, i.e., SSI, SSDI, pay stub, employment verification forms, overtime, bonuses, etc.
Changes/updates to required forms such as Under/Over $5,000 asset form, Cert. of Zero Income form, etc.
Review of assets, i.e., bank accounts, retirement accounts, inheritance, real estate, etc.
Review the recertification information from previous year to present. Be sure information has not changed, i.e., household size, employment, etc.
Verify during the approval process if staff has classified them with correct designation, i.e., ELI,VLI or LI.
Oversee timely completion and accuracy of monthly and quarterly compliance reports for internal use:
Match files received and approved to monthly report to verify income, rent, HH size, etc. is being noted on the compliance report correctly.
Match IC’s to compliance report and files approved to be sure all information on IC match’s what was approved
Monthly compliance report information updated to TDHCA/CMTS and MDSI each month for applicable properties.
Assist the Director of Compliance, Compliance Training and Audit Specialist with all compliance related issues.
Maintain full knowledge of the rules and regulations of each compliance program.
Attend training on a regular basis to stay current with any program changes and/or updates.
Complete, review and compare the monthly compliance reports for thoroughness and accuracy prior to submissions to TDHCA/CMTS & MDSI.
Perform Quarterly Audits on all properties, maintain audit spreadsheet
Oversee and/or perform review and approval of all new lease files submitted by each property for compliance purposes.
Assist Compliance Director with collecting annual Utility Allowance data
Additional duties as assigned.
Minimum Requirements:
Thorough knowledge of Federal, State and City Compliance Program Requirements
A minimum of 2 years’ experience in the Affordable Housing Compliance field
Must be computer literate with working knowledge of Excel, Adobe (PDF) Writer, Word and OneSite.
Preferred Requirements:
At least one or more of the following Certifications preferred: Tax Credit Specialist, Housing Credit Certified Professional or Certified Occupancy Specialist
College preferred but a degree is not necessary.
Excellent mathematical and analytical abilities
Working Conditions/Physical Requirements :
While performing the duties of this job, the following functions are required:
Includes small amount of lifting, twisting, bending, sitting, standing, keyboarding, driving, noise, indoor/outdoor etc.
Requires sitting or standing at a desk for long periods of time indoors. Eye and hand coordination for viewing of monitor screen and multiple reports along with high volume of keyboard use. Driving to properties for audits and attending training seminars.
Compensation
$22.65/hour
