About Senior Budget Analyst (supporting NOAA)

  Data Networks, Inc (DNC), a subsidiary of ASRC Federal Holding Company, is currently recruiting for a Budget Execution Analyst to support a federal government client located in Silver Spring, MD. The successful candidate will provide budget planning and execution support for NOAA/NESDIS. The candidate will be required to assist in creating and maintaining the spreadsheets, tools, forms, templates, and instructions to support various monthly and quarterly meetings. The candidate will be responsible for working with various branches to ensure that the new and existing financial processes are understood and implemented correctly. Integral to the role is the ability to analyze data to understand trends, forecast potential budget issues, and to plan and take corrective actions. The candidate will provide analyses, assessments, and recommendations relating to financial management activities, among other duties as assigned.

  This is a hybrid position for a client based in Silver Spring, MD. Work hours will be based on the Eastern Time Zone.

  The duties for this role include, but are not limited to:

  Provide budget execution support to a NESDIS Financial Management Center (FMC) or NESDIS Headquarters.

  Become adept at pulling reports from the NOAA financial systems, including the Commerce Business System (CBS), Management Analysis and Reporting System (MARS), future Enterprise Business Suite (EBS), and the Financial Management Data System (FMDS)

  Summarize quantitative data for monthly commitment, obligation, and contract status reports as well as a variety of complex payment reports

  Draft standard operating procedures, agreements, and funding documents for budgetary activities.

  Assist with creating and monitoring monthly and annual obligation plans.

  Monitor and validate both obligations and expenditures of funds in accordance with appropriate policies, laws and regulations.

  Understand the various types of accounting codes (i.e., program, project, and tasks codes) being used and the business rules that govern them.

  Process documentation for financial corrections.

  Conduct variance analysis by comparing planned obligations to actual obligations; justify the reason behind variances to FMC leadership and NOAA headquarters.

  Manage data using Excel, Google worksheets, Smartsheet and/or Tableau and other applications at the proficiency level or above to create interactive dashboards, macros, pivot tables, filters.

  Produce, maintain, and update templates, forms, process documents, and slides for NESDIS reviews.

  Respond to data calls from other NESDIS FMCs, NESDIS Headquarters, NOAA Headquarters, the Department of Commerce, the Office of Management and Budget (OMB) and/or Congress.

  Enter data, as requested, into the Financial Management Data System.

  Requirements :

  Qualifications:

  Bachelor’s Degree plus 10 years experience in federal budget execution or related industries.Essential Skills:

  Ability to transform data and findings into concise, user-friendly spreadsheets and PowerPoint presentations.

  Excellent oral presentation skills with the ability to brief findings and materials to management.

  Ability to communicate effectively in group meetings, knowing when to speak up versus deferring to management

  Work proactively to anticipate management’s questions and meet their needs before being asked

  Sift through large amounts of data and reports to find answers to management’s questions in a timely manner

  Strong interpersonal skills, including customer service skills, to properly manage customer expectations and respond to customer requests

  Knowing when to ask for help to be able to meet assigned deadlines

  Preferred Experience:

  Experience with the NOAA accounting system is strongly preferred.

  Experience with government financial systems and terminology is essential.

  Passion for the NOAA mission, a plus.

  Client Overview:

  The successful candidate will join an existing budget execution team of civil servants and contractors at the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS). NOAA/NESDIS provides secure and timely access to global environmental data and information from satellites and other sources to promote and protect the Nation's security, environment, economy, and quality of life.

  NESDIS budget execution teams at NESDIS Headquarters and NESDIS Financial Management Centers (FMCs) provide budgetary oversight of major satellite programs, as well as satellite ground development, operations, and science. NESDIS FMCs include the Geostationary Operational Environmental Satellite -- Series R (GOES-R) Program Office, and the Joint Polar Satellite System (JPSS) Program Office, the Office of Systems Architecture and Advanced Planning (OSAAP), the Center for Satellite Applications and Research (STAR), the Office of Satellite and Product Operations (OSPO), the Office of Projects, Planning and Analysis (OPPA), and the Office of Satellite Ground Services (OSGS), and the Office of the Assistant Administrator (AA).
