Description
Under general direction, provides senior management of a major program operation and/or services within the Health Care Agency's Behavioral Health Department. The Senior Behavioral Health Manager will oversee major program areas within the department; supervise Behavioral Health Managers within assigned program areas; provide recommendations and support to the Behavioral Health Division Managers in formulating policy; make critical clinical and administrative decisions; ensure that operations are in alignment with applicable strategic goals and governing regulations.
Access and Outreach is a fully integrated division that provides services throughout Ventura County to the community and consumers. The Outreach and Access division is made up of several programs (including RISE, Logrando Bienestar), all serving consumers with access to services and education in service navigation. Services range from 24/7 Access and Crisis services to the RISE program, working closely with law enforcement providing outreach and engagement.. The Logrando Bienestar program provides community education and linkage to services to the county’s underserved populations. The Care Coordination teams support coordination of Substance Use and Mental Health services.
The ideal candidate is a detail oriented behavioral health professional with superior organizational, time management, interpersonal, and communication skills (both written and verbal); computer literate with strong proficiencies in Word, Excel, and PowerPoint; have considerable experience in behavioral health assessment, treatment, and case management practices with a proven history of leadership (lead, supervisory, and/or program management) in a clinical setting.
EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Senior Behavioral Health Manager is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for the Health Care Agency. There is currently one (1) Regular vacancy.

Duties may include but are not limited to the following:
Plans, organizes, manages, coordinates and/or supervises the activities of subordinate management, administrative, technical or operations staff within a division to meet agency and department goals and objectives;
Provides analysis, recommendations and critical decision making for the assigned programmatic areas;
Exercises a high level of decision making in alignment with the goals and objectives of the agency/department;
Establishes and monitors policies and procedures associated with area of assignment;
Develops, monitors and reports operational processed and performance outcomes for assigned division;
Develops programs for new initiatives;
Validates maximum revenue enhancement and service delivery;
Supports strategic transformation of services in accordance with Department Strategic Plan;
Analyzes, establishes, and implements determinants of care and provides assistance handling special client cases and/or extraordinary case requirements;
Provides interagency collaboration;
Compiles and analyzes financial statistical information to improve operations and/or change service delivery methods;
Has oversight of programmatic component of contracted services for assigned division; and
Performs other related duties as required.

EDUCATION, TRAINING, and EXPERIENCE
Extensive supervision, program operation or management experience, or technical related experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills, and abilities may also be obtained by:
Any combination of education, training, and experience equivalent to a Bachelor's degree from an accredited college or university in mental health, public administration, business administration, or related field, AND four (4) years of management experience including supervisory experience in a mental health care environment or department.

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
