Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities This position is within the Directorate of Identity Intelligence. The selected candidate will be responsible for driving Identity Intelligence efforts focused on known or suspected terrorist biometric and biographic information and serve as a Senior Analyst within a Division. The selected candidate will work with data from across the Intelligence Community and other sources. The selected candidate will be responsible for ensuring that policies and procedures are applied consistently and accurately to the Terrorist Identities Datamart Environment (TIDE) database, and ensuring the integrity of the data used to populate TIDE with international terrorist identities information. The person in this position is expected to exhibit professional and inclusive behaviors and help create and maintain a positive, professional, and high-performance workplace. Develop an understanding of and utilize a variety of methodological tools and approaches to gain a comprehensive understanding of known or suspected terrorists (KSTs), including as appropriate, social networking and other "new" media; incorporate policies, strategies, tactics, techniques, procedures and mechanisms to reveal the true identity of individuals, personas, or groups by analyzing and exploiting data related to sets of specific identity attributes to build the most comprehensive terrorist identity record available to the USG. Resolve target identities through the integration of biographic, biometric, contextual and behavioral information. Communicate regularly with internal and external peers and counterparts to collaborate on intelligence issues and conduct initial assessments of the types of information and circumstances that may create opportunities to pursue collaborative activities. Plan and prepare written presentations and oral briefings for senior federal official and internal customers on significant issues pertaining to and/or affecting terrorist identities intelligence and analysis. Provide guidance to lower-level Identity Intelligence Analysts on all-source analytic tradecraft, intelligence production, and methodological issues pertaining to terrorist identities intelligence and analysis. Manage, initiate, cultivate, and maintain cooperative and productive relationships with individuals in the US Government (USG), Intelligence Community (IC), and ODNI. Plan, develop, utilize, and refine approaches to gain a comprehensive understanding of complex and significant issues and incorporate insights and findings into disseminated reporting. Assist in setting priorities and driving programs to ensure senior Office of the Director of National Intelligence (ODNI) officials are prepared for policy meetings throughout the Intelligence Community (IC) and US Government (USG). Requirements Conditions of Employment Qualifications Extensive knowledge of the Watchlisting business process Demonstrated ability to research and logically analyze, synthesize, and judge information, as well as the ability to review and incorporate multiple sources of information in performing assignments. Ability to remain open-minded and change opinions on the basis of new information and requirements; basic ability to support group decisions, accept and incorporate feedback, and solicit opinions from coworkers. Demonstrated ability to communicate clearly, both orally and in writing. Interpersonal, organizational, and problem-solving skills, including an ability to work effectively within an interagency environment on complex issues requiring negotiation and consensus-building. Ability to work under pressure with strict deadlines while maintaining a high level of attention to detail. Demonstrated ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel. EDUCATION/EXPERIENCE: Bachelor's degree in a related field OR equivalent job-related experience that would provide the necessary knowledge, skills, and abilities to be able to perform the functions of the position proficiently. Generally, six or more years' of experience in a related field. Desired Requirements: Prior experience working within the TIDE database. Prior experience leading projects or programs Extensive knowledge of traditional and nontraditional information resources, particularly current or projected collection systems and data sources for analysis; basic knowledge of selected analytic tools (link analysis, data integration, geographic information systems). Extensive knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and USG agencies, and how these organizations can effectively integrate their terrorist identities analysis capabilities. Demonstrated ability to apply detailed knowledge of ODNI, IC organizations, and relevant customer organizations or operations, in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs. Education Additional Information Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
