DESCRIPTIVE STATEMENT:
The Wastewater SCADA Administrator is an exempt position, which reports to the WWTP Superintendent. Under general supervision this employee is responsible for developing and managing control strategies for acquiring process data and for managing systems being controlled by a Supervisory Control And Data Acquisition (SCADA) system, implementing hardware and software solutions to SCADA system problems, performing system administration on a Computerized Maintenance Management System (CMMS), and assisting with administration of a Laboratory Information Management System (LIMS).
This job description is an overview and is intended to describe the general nature and level of work being performed. It is not intended to be an exhaustive list of all the functions and tasks required of the position.
DUTIES & RESPONSIBILITIES:
The Wastewater SCADA Administrator is directly responsible for the Programmable Logic Controller (PLC) system at the plant and for developing ladder logic programming
Troubleshoots, analyzes, evaluates, designs, modifies, tests, debugs, updates, and implements changes to the SCADA system
Monitors, maintains, documents, and/or makes programming corrections to SCADA software and related equipment including PLCs
Interfaces with all sections of the Water Reclamation Facility, with other divisions of the Wastewater Department, and with outside consultants regarding system capabilities, functions, programs, and applications
Serves as a liaison for network, SCADA, intercom, instrumentation, and telephone needs during construction and expansion projects
Trains other employees on use of software and equipment
Responsible for PLC data storage recovery, monitoring and backup system so that all Regulatory data is up-to-date and easily accessible.
The SCADA Administrator makes recommendations for new PLC and computer-related equipment and is responsible for their setup and maintenance.
Works with all plant personnel so that PLC data acquisition and monitoring meets all responsible expectations.
Programs and maintains all HMI (Human Machine Interface) software and computers and allocates their usage and users accounts.
Works with the City IT department in the maintenance and troubleshooting of all computer workstations at the Water Reclamation Facility.
Physical Requirements:

Ability to lift, carry, transport, push and/or pull objects that may weigh up to 45 pounds (such as server equipment, printers, computer monitors, and peripherals)
Occasional work in small/confined spaces (closet areas and/or floor areas) for the occasional inspection or installation of hardware or cables in floors, ceilings, and office areas
Occasional work near and around loud data centers
Occasional walking and standing, as well as other activities requiring a full range of body movement including bending, kneeling, leaning, sitting, stooping, crouching, pushing, pulling, and climbing when inspecting cables in floors and in ceilings
Prolonged sitting to perform daily tasks
Ability to hear verbal instructions and communication from customers and fellow employees by telephone or in person
Uses vision to work with written documents, forms, and respond to employees and customers
Manual dexterity is essential in order to grasp tools, use constant light grasp, fine manipulation, and handling of a variety of items including office and computer equipment
Ability to differentiate between colors and shades of color and having depth perception
KNOWLEDGE, SKILLS & ABILITIES:
The following knowledge, skills, and abilities are required for this position:
Ability to design and implement automated systems to gather data on wastewater treatment plant processes
Ability to exercise automated control over specified parts of the treatment process
Ability to program PLCs using ladder logic
Knowledge of SCADA systems, computer networks, domains, process controls, programmable controllers, and related computers
Ability to administer servers, workstations, and user accounts for the SCADA system and for the CMMS and LIMS
Ability to develop control strategies and process and instrumentation diagrams
Knowledge of communication standards and networking interfaces from PLCs to SCADA networks
Knowledge of computer networking, Allen-Bradley PLCs and Rockwell PC software, and ABB programming and industrial information technology tools
Ability to convert field instrument output to practical engineering units
Ability to extract data from databases, convert data units as required, and program calculations for advanced modeling of plant processes
Knowledge of computer network administration and Ethernet networking protocols and be able to oversee computer network cabling and hardware maintenance
Working knowledge of computers and computer programs in order to maintain, update and create reports, spreadsheets and databases
Understand and be able to troubleshoot PLC and SCADA systems
Ability to deal with and communicate successfully with all plant staff including co-workers, supervisors, WRF Superintendent, the Wastewater Director, and other departments
Working knowledge of wastewater hazards
Ability to comply with wastewater safety requirements
Ability to gain a working knowledge of wastewater technology within 12 months of appointment
MINIMUM QUALIFICATIONS:
In addition to the above listed knowledge, skills, and abilities, this position requires the following:
An associate degree from an accredited college in computer science, computer information systems, electronics, with at least six years of direct experience in programming and maintaining SCADA systems and PLCs or at least six years direct experience in electronicsor
A bachelor’s degree in computer science, computer information systems, with at least four years of direct experience in programming and maintaining SCADA systems and PLCs or at least two years direct experience in electronicsand
· A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
o License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
o During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
SCADA experience will be given preference
SPECIAL CONDITIONS OF EMPLOYMENT:
The employee must obtain a Class “D” Wastewater Treatment Plant Operator’s Certificate issued by the State of Colorado within eighteen months of appointment.
Individual may be exposed to noise, moving parts, heights, dangerous chemicals, disease, extreme weather, and other dangerous conditions. The employee must be willing to work overtime and may be called back for emergency situations. Light lifting may be required. The individual must possess and maintain all required certification and licenses throughout the term of employment as specified.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
