Reference #: 526Position Purpose: This position is responsible for the oversight, administration, leadership and management of a comprehensive safety management system in support of Eastern Operations utility electrical construction work and projects.Essential ResponsibilitiesProvides oversight and directly supervises Eastern Operations Field Safety & Health CoordinatorsManages and leads employee recruitment efforts, new hire orientation, on-boarding, performance management, employee training and development, succession planning and staff developmentWorks with the VP Eastern Operations, Operations Managers, Project Managers, Utility Division Safety & Health Manager, Superintendents and Field Safety & Health Coordinators to develop, implement and monitor annual comprehensive Eastern Operations Safety and DOT Compliance PlansWorks with Operations and the Safety function to develop a detailed new hire safety orientation programMonitors Regional Safety Steering Safety Meetings to ensure they are timely completed, and items noted reviewed and completedDevelops and monitors Eastern Region safety metrics and scorecards.Identifies deficiencies and takes appropriate corrective actionAssists management in preparing safety policies and procedures; provides support in implementing these policies and proceduresEnsures that federal, state, and local safety laws, regulations, codes, and rules are observedEnsures that OSHA recordkeeping and reporting requirements are metMonitors DOT complianceLeads, coordinates and documents Eastern Operations safety and DOT incident investigations to include a detailed RCA, sharing of lessons learned, communicating next steps and tracking associated action itemsAssists in the activities of the safety committee by providing technical and administrative supportProvides safety and DOT technical support and education for supervisors and employees. Provides feedback to encourage learningPromotes proactive and preventive safety activities by observing, analyzing, encouraging safe work behaviors and correcting unsafe conditionsIntegrates safety into project plans by establishing safety goals, reinforcing safety and DOT policies and procedures.Monitors safety compliance, creating awareness and set priorities that focus on continuous safety and DOT improvementMonitors, tracks and trends Eastern Operations safety auditsExtensive travel is required
Knowledge | Skills | AbilitiesStrong persuasive skills in dealing with top management and with line managers and supervisorsAbility to organize safety and occupational health material into lesson plans and present the material to line managers and safety committee effectivelyAbility to work independently and meet deadlinesAbility to anticipate and meet internal customer needsAbility to work with IBEW union and craft personnelProven communication, organizational and interpersonal skillsAbility to maintain confidentialityDemonstrated supervisory skillsMinimum Qualifications5+ years occupational safety and health experience in a utility construction environment, preferably in a leadership/supervisory roleBS/BA in Occupational Safety and Health, Safety Engineering, Business Administration or related field. Equivalent work experience will be considered.Work EnvironmentMust be able to remain standing approximately 50% of the timeOccasional bending, stooping, squatting, reaching, climbingOccasionally works in outdoor weather conditionsThe person in this position frequently communicates with employees, coworkers and customers and must be able to exchange information accurately in these situationsOccasionally lifting up to 40 pounds
