Under the guidance of the Center Director and Deputy Director, this position is accountable for management of the center's research and funding portfolios. This leader currently has a team of 14 program and project managers, data scientists, and data analysts in support of learning health system (LHS) research, data, and technology solutions. The ROD also currently has three direct reports - the managers of each key research operations component. On behalf of the center, the ROD will be responsible for serving as primary liaison with interdisciplinary collaborators, sponsored projects administration, human resources, financial analysts, and other supporting functions. This position requires strong analytical skill, portfolio management, and communication (written and oral) skills, as well as the ability to work well independently and as part of a team. This position requires a high tolerance for ambiguity that may occur with multi-investigator, interdisciplinary work, and multi-site research teams and be able to develop solutions for nascent, less defined, or complex program topics. CLHSS is composed of a core and five programs spanning the data-knowledge-practice LHS lifecycle including evidence synthesis, pragmatic trials, digital health, data science methods, and data democratization and AI/ML model development. Duties/Responsibilities: 40%: CLHSS Strategy & Optimization Actively participate on the center leadership team In partnership with CLHSS Directors, plan, develop, and implement the center strategic planning process pertaining to the research portfolio to reach center and program goals. Develop and track milestones and program metrics, in conjunction with CLHSS managers and leaders, to demonstrate program value and maturity, and for compilation of the center's annual report. Plan agendas and coordinate meetings of the CLHSS external and internal advisory boards. Synthesize and operationalize advisory board recommendations as appropriate. Develop internal and external standards, policies, and procedures to maintain compliance with UMN/IRB/Federal policies and to support consistent and uniform operational management of the Center. Partner with the regulatory specialist to ensure that regulatory compliant standard operating procedures are followed center-wide. Maintain knowledge and serve as a reference to staff regarding college and university policies and procedures. Support the development of new initiatives and realignment of existing programs through oversight and management of processes and systems. Identify and lead business process and technology improvement projects to enhance the performance of the center. Serve as delegate for the Strategic Initiatives & Partnerships Director when they are unavailable. Allocate resources, space, and tools to center staff. 30%: People Management Supervise the research portfolio managers and other operational staff as appropriate. Develop staff capacity and consult with core and program leadership to advise on staff work plans and goals with overall center and core/program strategies. Develop strategic relationships with cross-organizational stakeholders from clinical, technical, research, and faculty areas while mitigating competing requests for resources. Provide leadership for staff and foster a professional, diverse and equitable working environment within the center for people from all backgrounds, communities, and identities. 30%: Finance Portfolio Develop annual budget in collaboration with CLHSS director, Finance Partner, and needs assessment rom core/programs. Oversee budget forecast, management, and reporting on an ongoing basis. Develop, implement, and maintain sound financial policies, procedures and practices to ensure compliance with University policies and procedures for sponsored/non-sponsored funding. Establish, implement, and maintain ISO requirements in partnership with CLHSS program managers, gathering and quoting, tracking, and billing process across all center core/programs, in compliance with UMN ISO policy. Support CLHSS staff and coordination with Medical School Pre-Award team for sponsored project proposal development and submission to various federal, state, and local funding sources For awarded contracts and grants, coordinate with Medical School Institutes & Centers (MSIC) or department post-award teams to provide high level management of award set-up and reporting; and with project managers to ensure progress, compliance, and operational success Serve as main point of contact for finance and HR partners. Lead hiring initiatives and decision making in partnership central and collegiate HR offices; make decisions regarding staffing requirements and organizational structuring for the Center. Work Arrangements: This position follows UMN Work. With Flexibility. guidelines. Currently, the position will be primarily working from home. There may be occasional needs to be on campus and over time there may be a need to set a regular schedule for a few days on campus each week. Work hours should follow a regular schedule between 7-5, M-F. Qualifications Required Qualifications: BA/BS plus at least 10 years of related experience or an advanced degree with 8 years of related experience. Prior experience working in healthcare and/or academic research. At least 3 years managing a research program and/or managing federally funded projects including pre- and post-award management. At least 3 years of managing a cross-disciplinary team or small department. Demonstrated ability to manage others, set and maintain deadlines, prioritize assignments, proactively problem-solve Prior experience performing budgeting and planning at a program or departmental level. Proactive, self-starting work ethic. Strong analytical skills with established organization and project management strategies to keep track of details in the context of the larger objectives and manage multiple responsibilities and initiatives. Strong computer skills including database manipulation, reporting, data management, spreadsheets, Google and MS Office Suite. Strong written and oral communication skills. Demonstrated ability to work independently, as part of a team, and with changing priorities. Preferred Qualifications: Advanced degree in management discipline, such as an MBA, MHA or similar. Prior experience managing clinical and/or translational research studies. Formal project management training or certifications. Prior experience or knowledge of healthcare system operations. Experience managing research compliance such as drafting, submitting, and maintaining regulatory standards such as set by an institutional review board. HIPAA and CITI...
