The Rental Assistance Specialist produces technical and administrativework of a complex and responsible nature related to the overallday-to-day administration of the Section 8 Intake and Client ServicesDivisions for a variety of HUD and State-funded rental assistanceprograms. Responsibilities include the determination of applicant/tenantinitial and ongoing eligibility for rental assistance for a variety ofstate-funded programs. Excellent communication skills are required inworking with applicants and program recipients.
ESSENTIAL FUNCTIONS OF THE POSITION: In accordance with HUDRegulations, regulatory agencies, program specific requirements, andVSHA policies and procedures:
Manages/monitors waiting lists, available subsidies, and unit
Reviews completed applications, obtaining required verifications andcriminal background checks.
Applies eligibility criteria and determines final eligibility
Issues subsidies to eligible applicants in a timely, efficient
Determines the ongoing eligibility of families and processes lease-ups,rent increases, annual and interim reexaminations
Prepares and reviews bi-monthly HAP reports prior to HAP being paid
Responsible for individual caseload and managing processing deadlines
Reviews income discrepancies through HUDs EIV system and completescomplex fraud calculations for recoupment of Housing Assistance
Responsible for preparing documentation
Handles information requests, program explanations to applicants,participants, agencies and the general public; resolves or refers anycomplaints or problems to the appropriate Refers tenants/applicants tothe appropriate agency in the community for resources not provided byVSHA.
