Summary These career/career-conditional permanent career-seasonal positions are located in Shenandoah National Park, in the Fee & Revenue Management Branch of the Ranger Activities Division. Responsibilities The primary purpose of these Recreation Fee Technician positions is to perform a variety of technically challenging duties associated with the collection, deposit, tracking, and expenditure of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA). These technical assignments involve the application of in-depth fee program knowledge and the policies, procedures, and practices of fee collection. The primary purpose of the Lead Recreation Fee Technician positions is to perform and lead employees in the duties described. Duties for all positions include: Collecting appropriate fees at park entrance station and/or other visitor contact stations following established accountability guidelines for handling government funds. Operates an electronic cash register, computer or point of sales system; performs opening and closing shift functions, issues receipts, park passes and federal recreation passes. Completes shift reports to verify money collected, accountable stock sold and all machine transactions from the shift, using journal and receipt tapes, end of shift reports, and a register of voided transactions. Safeguards and secures funds collected and personal accountable stock. Prepares remittance reports and bank deposits for funds collected but may not prepare these reports for any shift for which they collect fees. Pulls vaults, canisters, counts and opens registration envelopes. Maintains necessary accountability records. Troubleshoots accounting problems by correcting difficult errors that are unsolvable by others which may involve correction of related reports. May perform reconciliations of credit card transactions and revenue generated through pay.gov and/or national reservation service. Conducts cash register and entrance station audits as required. Responsible for providing current, accurate information to visitors concerning the NPS area and other surrounding areas of interest. Explains the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability and hiking trails. Distributes maps, brochures and other printed material; informs visitors of potential safety hazards; and provides directions and routes of travel through the park. Responsible for initiating, modifying, and improving work methods as needed. These positions may be filled as either Lead Recreation Fee Technician or Recreation Fee Technician, GS-0503-06. Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately 8-9 months each service year (normally March-April through mid-December), and you will be in a non-pay status for the remainder of the year. It is anticipated positions will be filled at these duty locations within Shenandoah National Park: Mathews Arm Campground Old Rag Fee Station Loft Mountain Campground. Positions may also be filled at any of these duty locations within Shenandoah National Park: Front Royal Entrance Station Thornton Gap Entrance Station Swift Run Entrance Station Rockfish Entrance Station Big Meadows Campground POSITION LOCATION: Shenandoah National Park (Headquarters) is located near Luray, Page County, Virginia; approximately 90 miles southwest of Washington, D.C. The park consists of approximately 197,000 acres of land, including 80,000 acres designated as wilderness. It also contains 105 miles of Skyline Drive and 101 miles of the Appalachian Trail. Annual visitation is over 1.4 million, which has direct and extensive economic impact on the surrounding area (eight counties and nine municipalities). The park's natural, cultural and recreational resources are of vital interest to local and regional businesses, political leaders, conservation and outdoor recreation organizations, and the Commonwealth of Virginia. Work Schedule: You will be required to work evenings, shift work, weekends, and holidays; you occasionally may be required to work on-call and overtime. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-02/02/2024. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing fee collection, accounting or financial duties to include operating a point-of-sale system; using an automated financial system to perform accounting and/or financial transactions; ensuring accountability of funds and accurate financial record; resolving issues that arise in the remittance process and assisting staff with fee issues. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. You must include transcripts. -OR- COMBINATION OF EXPERIENCE AND EDUCATION: Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education). Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.
