  Summary The position is a Realty Specialist in the Real Estate Contracting Division. Responsibilities As a senior Realty Specialist, the incumbent will apply all agency requirements including laws, regulations, the Acquisition Management System (AMS), applicable Standard Operating Procedures (SOPs), and other directives. The incumbent will provide comprehensive advice and guidance to develop new and innovative approaches, methodologies, and techniques for highly complex and challenging activities. Performs assignments involving highly complex real estate transactions. Incumbent must exercise sensitivity in judgment, as many of the projects have political implications and have economic impacts on the community. Applies analytical abilities, conflict resolution skill, and a thorough understanding of program/policy objectives to perform difficult and occasionally controversial transactions. Performs other complex real estate project actions as directed by management. Applies a comprehensive knowledge of the Acquisition Management System (AMS) regulations, the FAA Space Order, procedures, laws, directives, and concepts applicable to acquisition and administration of real property, ability to interpret contractual and legal requirements, and skill in the application of sound business judgment to perform a wide range of complex duties. Collaborates with top level management officials of city, county, state, airport authorities, corporations, and Federal agencies in lease and related services negotiation. Utilizes expert level negotiating skills in discussions with attorneys, airport managers, mayors, and local government officials in seeking advantageous and equitable terms for the Government's contractual relationships. Provides support to Real Estate & Utilities Supervisors and Branch Manager in the accomplishment of FAA Business Plan Goals. Assists in the development of strategies to ensure compliance with various program office or other national level initiatives, such as efforts to reduce the footprint of the Federal government and meet environmental sustainability requirements. Uses expert skill in written and verbal communications and negotiations. Prepares a wide variety of written contracts, leases, memorandums of agreements, correspondence, program documents, and supporting justification necessary to accomplish land, space, and utility acquisitions, management and disposal projects, including court documents for filing condemnation actions in Federal Court, Congressional responses, and Freedom of Information Act responses. Performs and prepares reviews of real property appraisals prepared by contractors to ensure compliance with Uniform Appraisal Standards for Federal Land Acquisitions (Yellow Book). Performs multiple, varying, and complex assignments under the minimal direction of a manager. May act as a contributing specialist on large work activities or team leader for large projects/activities. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/ programs that may require the development of new and innovative approaches. Identifies and suggests resolution alternatives to challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include providing guidance to less experienced professionals; leading special teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency. Specialized experience may include but not limited to: Experience administering real estate products and services such as real property acquisitions, real estate management and/or disposal of real estate contracts and preparing reviews of real property appraisals.
