  Summary This is a Washington Air National Guard Title 32 Excepted Service Bargaining Unit Technician position: QUALITY ASSURANCE SPECIALIST Location: 141st Maintenance Group Fairchild AFB, Washington 99011-9413 Air National Guard Units Appointment Type: Permanent, excepted service Advertised as: ENLISTED This announcement may be used to fill one or more vacancies. Responsibilities A GS-1910-11, QUALITY ASSURANCE SPECIALIST: Plans, organizes, and oversees the activities of the Quality Assurance Division. Plans work to be accomplished by subordinates. Makes decisions on work problems presented by subordinate personnel. Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Maintenance Standardization Evaluation Program (MSEP): Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time. Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking. Directs and controls the management of the Technical Order Improvement Program and Suggestion Program for the wing. Manages critical compliance and configuration management programs. Other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: E5-E7 Compatible Military Assignments: 2RX7X/ 2AX7X - Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Air National Guard for continued employment. Qualifications GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. Education Education Requirements: High School Diploma or GED. Substitution of Education for Specialized Experience: Not Applicable. To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims. Additional Information - If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (https://www.sss.gov/RegVer/wfRegistration.aspx). - Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position will terminate these incentives. - Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. - Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).
