Summary As a Public Utilities Specialist (Contracts and Energy Services), with WAPA-SNR-Sierra Nevada Region you will be performing one or more of the following assignments: develop, negotiate, & administer contracts that enable WAPA to provide premier power & transmission services; develop & implement marketing programs for the sale or purchase of power related products & services. This is not a remote position. The selectee will be required to be physically present in Folsom, CA. Responsibilities As a Public Utilities Specialist (Contracts and Energy Services), duties are listed at the full performance level. Serve as a principal/project manager for developing and negotiating unique/complex multi-functional contracts for which there may be no contractual precedents or existing policy. Develop and implement new policies and procedures. Routinely represent WAPA in presenting and defending power marketing proposals/initiatives with the outcome of reaching consensus with senior staff from Federal/State/Tribal Government, and other utilities. Provide technical advice and guidance to Regional/SNR managers, supervisors, and staff on emerging power marketing policy issues, and recommending strategies for dealing with emerging issues. Provide field assistance to inform customers about WAPA's marketing and Energy Services (ES) programs. For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently. Requirements Conditions of Employment Must be a U.S. Citizen or National. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: To qualify at the GS-11 level applicants must have either Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or possess one year of specialized experience equivalent to the GS-09 level. You must meet 3 of the 4 following specialized experience statements: Experience in the development, negotiation, and administration of contracts or agreements that involve the ability to write binding technical documents between parties. Experience multi-tasking on several types of contractual projects that involve researching, analyzing, and writing technical documents, and demonstrates written and verbal customers service experience. Experience researching a variety of legal subjects, procedures. and methods. Experience preparing non-legal memorandums, research reports, and correspondence. -OR- A combination of education and experience as detailed on the Office of Personnel Management website linked here. To qualify at the GS-12 level applicants must have specialized experience equivalent to the GS-11 level. You must meet all of the following specialized experience statements: Experience in the development, negotiation and administration of contracts or agreements that involve the ability to write binding technical documents between parties. Experience multi-tasking on several types of contractual projects with various deadlines that involve researching, analyzing, and writing technical documents, and demonstrates written and verbal customer service experience. Experience researching a variety of legal subjects, procedures, and methods related to the utility industry. Experience working with the public, developing working relationships, and negotiating with internal and external customers. Education To qualify on education you must have: Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education at the GS-11 level.
