　　Minimum Qualifications CURRENT STATE EMPLOYEES:Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists. 　　Duties Description The incumbent will report to the Grants Program Administration Contracts Unit. Duties included, but not limited to:• Manage a caseload of federal and state grant contracts.• Review grant applications and make funding recommendations on the applications.• Prepare grant contracts from applications/RFPs, including project budgets, work plans, and special conditions, according to state and federal guidelines.• Review and monitor expenditures and programs of local and state grantees to ensure compliance with state and federal requirements.• Assist grantees in administering their grant funded programs and prepare programmatic and fiscal reports.• Conduct on-site visits and perform desk review(s) with grantees to assist and ensure programmatic/compliance with grant requirements.• Possess the ability to speak comfortably with various group sizes and levels of professionals.• Perform other duties and special projects as required.NOTE:• Travel may be required (approximately 25%), including during evening and weekends, depending on mission and assignment.• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
