Also, ensures population health activities are targeting community health needs and builds effective working relationships with healthcare partners and other sectors affecting social determinants of health. This position will direct public health programs and operations pursuant to KRS Chapter 212. This classification works independently, under limited supervision, reporting major activities through periodic meetings. ESSENTIAL FUNCTIONSThe essential functions listed below are those representing majority of time spent working in this class. Management may assign additional functions related to type of work of class as necessary.•Directs operations, activities and personnel of the department•Establishes and implements departmental goals, objectives, policies and procedures through subordinate managers to achieve the success of programs and operations and delegate work and responsibilities to achieve goals and objectives •Analyzes data on effectiveness and efficiency of programs and services and implement corrective action•Analyzes public health data and translates findings to a variety of audiences, including in depth and meaningful analysis of health disparities•Develops and organize the department structure to insure the maximum utilization of available resources •Directs the preparation of the departmental budget and the monitoring of expenditures and funds•Selects, trains, disciplines, and evaluates employees; recommend personnel actions; and resolve employment complaints and grievances•Provides information concerning operations, procedures of department, and negotiate, mediate disputes•Confers with managers to instruct, discuss operational problems, policy interpretations. program evaluation•Presents comprehensive and evaluative reports on department operations and activities•Represents the department to the Board of Health, medical community, educational institutions, governmental agencies, organizations, departments, media, and the public concerning public health programs, operations, and activities•Educates stakeholders on the adoption of sound public health policies•Serves in an ex-officio role as secretary to the Board of Health•Collaborates with the University of Louisville to mentor public health students, design and implement practicum programs and coordinate publishable projects•Researches, identifies, and procures resources such as grants, consultants, and technical assistance to improve the quality or extend the level of services in the community•Directs research on community health needs and trends in public health and medicine and prepare and submit reports•Determines staff development and training needs and coordinate program scheduling to address the needs•Conducts public health training programs for physicians and allied health professionals•Establishes and implements departmental goals, budget, policies, programs and procedures and exercise supervision over subordinate personnel MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:•Master’s degree in Medicine, Public Health, Health Administration, or a related field.•Six years of public healthcare administration, community health initiatives, or direct public health programs or an equivalent combination of education, training, and experience, but must include two years of program planning, evaluation, and managerial experience.PHYSICAL DEMANDS:Performs sedentary work involving walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.SPECIAL CERTIFICATIONS AND LICENSES:•Meets regular and punctual attendance standards and any special needs of position as determined by management, including mandatory overtime and performing related work.•Must be on 24-hour call and work a varied schedule. •Must possess and maintain a valid driver’s license. •Must pass a criminal background check.AMERICANS WITH DISABILITIES ACT COMPLIANCELouisville Metro Government is an Equal Opportunity Employer.
