Overview

　　Location of Work: United States (remote)

　　Background Information: Global Communities (GC) is intending to prepare a bid in response to the anticipated USDA funding opportunity for the McGovern-Dole Food for Education Program (MGD). GC is seeking a consultant to conduct a literature review/desk research and analysis and draft major proposal sections. GC seeks a consultant for up to a maximum of 40 days of effort to begin in February 2023, with the heaviest level of effort (LOE) taking place during the live proposal period between approximately late-February and mid-May 2024.

　　Scope of Work:

　　In collaboration with GC team members, conduct a literature review/desk research on the MGD technical sectors (school feeding, food security, agriculture, education/literacy, water, sanitation, and hygiene (WASH), health, nutrition, maternal and child health and nutrition (MCHN), gender, climate change) within the selected priority country, focusing on the target region (to be identified in final NOFO) where possible.

　　Review GC’s past proposals and existing programmatic documents as applicable.

　　Participate/present in design workshops and technical strategy-related discussions as needed. This may include travel for a regional design workshop, to be agreed upon and approved by GC.

　　Serve as lead writer and proposal editor for the Introduction & Strategic Analysis and/or Plan of Operations section(s), and support other section lead writers with writing as needed.

　　Support the development, editing, and revision of various sections of the proposal narrative as agreed upon and necessary.

　　Conduct a full proposal review and serve as overall lead editor to ensure all sections are in alignment and compliant to proposal criteria; make necessary revisions for cohesion and flow between and throughout all proposal narrative sections.

　　Deliverables:

　　Literature Review and Draft Situational Analysis completed and presented to GC proposal team to inform program design.

　　Participation in team and/or partnership calls and meetings, as determined necessary by program design leads and the proposal team.

　　Development, editing, and revision of the Introduction & Strategic Analysis and/or Plan of Operations, and various other sections of the proposal narrative in line with NOFO guidelines (as agreed upon and described above) completed. This includes three drafts and incorporating comments/feedback received through the review process.

　　Full proposal review ensuring compliance to proposal criteria and flow between and throughout all proposal narrative sections completed.

　　Qualifications:

　　10+ years of proposal development experience, including leading technical writing for multisectoral development programs.

　　Prior experience with USDA McGovern-Dole proposals and/or programs.

　　Master’s degree in Public Health or related field.
