Basic Function
HF Sinclair Midstream is seeking a Project Manager. This position is open tolocation. The Project Manager will Work independently, simultaneouslymanaging multiple Capital and Expense type Projects in the $20K - $2MMrange from conception to completion. Works on projects to improve plantprofitability, safety, and reliability and provides plant support for thecontinued reliable operation of existing and new equipment.
Job Duties
(functions considered essential as defined by ADA)Defines projects, working with business managers and SMEs determiningproject business case, objectives, risks, and scope. Propose technicalstrategies and provide technical assistance to business unit(s)Analyzes economics of each project where appropriate and calculates ROI forproposed projectsPrepare and present project execution plans and AFE estimates for funding andapproval to proceedBuild, manage and motivate cross-functional project teams composed ofinternal and external resources through the lifespan of each project. Assigntasks and require accountability, ensure compliance with all regulatory,environmental, safety and facility requirements. Ensure properrepresentation from key departments including but not limited to:Engineering, Asset Manager and Coordinators, Operators, Scheduling,Environmental, Regulatory, Safety and IMP.Provide oversight and coordination for designs and builds of pipeline,facility, and plant additions and modifications, support engineeringdesign utilizing internal and 3rd party resources, manages outsideengineering productivity and cost, manages version control,distribution, reviews and signoff of drawing and design packagesPrepare and manage, with the support of the Procurement department andSMEs, RFPs and bid packages, bid events, work orders, requisitions,and purchase orders for materials and services. Participate in vendorselection and manage bid evaluations. Conduct bid walks when appropriate.Cultivate and manage relationships with contractors and suppliersImproves profitability through controlling cost, schedule, quality andcreative thinking by tracking engineering and contractor timesheets andspend, managing scope and change orders, and focusing on the quality andsafety on the projects being executedManage the development and completion of project job plans, MOCs, riskregisters, PSSRs and other pre and post construction documentationSchedule and coordinate construction activities with contractors, facilityoperations, scheduling, safety, control room, and other impacted departmentsManage the execution of projects, monitoring performance, takingcorrective actions, providing feedback to project direction to the team.Host regular project team meetings and be on site at critical junctures asappropriate.Manage and track contractor and inspector time sheets, track expendituresCompletes projects, delivering project outputs, wrapping-up administrativedetails, and conducting project closeout meetings and other related actionsRegularly manage and update schedule, spend, forecast, status updatesperformance. Work with Project Controls to ensure management receives accurateinformation, evaluate performance and plan corrective actions. SupportProject Controls with financial and schedule detail required for reportingProvide project documentation and operating analysis for management,ensuring important equipment documentation and drawings are received,properly recorded, and stored for future reference, provides managementwith regular updates regarding completion of milestones and significantaccomplishments, and communicates progress and problems in a timely mannerUtilize past knowledge and experience to ensure safe, environmentallysecure, and efficient operationsSpecial assignments for continued development and/or cross-functionaltraining or tasks assigned to the employee by their supervisor, asdeter ined from timeto time in their sole and complete discretion
Experience
A minimum of five years in petrochemical, midstream or refining industry andtwo years in a project management related role is required
Education Level
A minimum of a High School Diploma or equivalent and/or Bachelor's ofBusiness or Science degree.
Required Skills
Technical experience in area of specialty. Ability to stay abreast of newtechnology and industry developments and processes and apply knowledgeanalytically. Strong knowledge of Microsoft products and commonly usedengineering and project management concepts and experience. Familiarity withstandards and practices of the specific discipline. Design oversight abilityin at least one of the following areas: Mechanical Design, ElectricalDesign, Instrumentation/Controls Design, Civil Design, Metallurgy.Ability to marshal, motivate and manage resources. Strong interpersonalskills. Ability to effectively communicate with others, both written andverbal communication, basic reading and writing skills, and ability toperform basic mathematical calculations.
Supervisory/Managerial Responsibility
Supervise contract design engineers, construction crews and inspectors onproject by project basis.
