Job Summary:
Reporting to the Manager, Business & Technology Planning, this pivotal role will connect people, projects and policies. As the cross / inter-divisional lead for projects and initiatives you will work closely with Accountability Officers, Elected Officials, City Clerk’s Office, and other divisions to initiate, plan manage and execute technology initiatives and processes in the City Clerk's Office in order to deliver its legislated and corporate mandates.
Major Responsibilities:
Works collaboratively with internal and external stakeholders to build strong relationships and facilitate open communication to gain support, resolve issues and maintain ongoing positive relationships.
Develops and implements detailed project plans and recommends policies regarding program specific requirements.
Champions a culture of continuous improvement by identifying and implementing areas for business process improvement; promotes a culture of service excellence, collaboration, and learning.
Collaborates closely with the Accountability Officers and Members of Council to provide strategic guidance on policy matters, organizational improvements, and complex management issues.
Understands the unique qualities and responsibilities of working in a political environment with Elected Officials and with various stakeholders in a positive manner ensuring culturally sensitivity.
Clearly articulates project updates, key initiatives, and strategic recommendations, demonstrating a deep understanding of complex issues.
Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
Establishes and manages project budgets in a fiscally responsible and innovative manner to ensure adequate funding for all project phases and to control project costs and cash flows and disburse expenditures in accordance with project requirements.
Provides technical expertise, plans, organizes, manages, evaluates and controls all project phases, strategies and activities in order to manage quality, cost and timelines, achieving a high level of customer satisfaction.
Manages client liaison and internal communications to maintain awareness of project matters of interest and concern to staff.
Provides project status reports for senior management to address the issues of schedule, expenditure, scope and facility impacts of assigned projects based on current or revised schedules.
Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work and are in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), MFIPPA, Records Management and the Occupational Health and Safety Act (OHSA), etc.
Acts on behalf of manager in their absence.
Key Qualifications
Post-secondary education in a discipline pertinent to the job function or combined equivalent of education and relevant experience.
Considerable experience in leading strategic development and operational implementation of detailed plans for complex technology business solutions.
Considerable experience in change management, specifically those focused on customer service and organizational culture improvement.
Considerable experience working with senior leadership, offering valuable insights on policies and organizational improvements.
Excellent customer service focus, negotiation and interpersonal skills, and the ability to maintain effective stakeholder relationships with high-profile clients and stakeholders, including Elected Officials and Accountability Officers.
Highly developed verbal, written and oral communication skills with the demonstrated ability to write and present complex information to a variety of audiences to gain buy-in and influence support.
Proficiency in MS Office (MS Word, MS Excel, MS Project) and/or other project management software, strong mathematical skills, experience creating and developing spreadsheets, and experience with collaborative software.
Sound judgement, highly developed conflict resolution and problem-solving skills with demonstrated success in situations requiring a high degree of tact and diplomacy and dealing with sensitive and confidential information about political and diplomatic matters with a high degree of discretion and professionalism.
Strong attention to detail and ability to follow-through with a high level of accuracy.
Ability to work in a high volume, high stress, and politically sensitive unit, and to prioritize activities to deliver under tight deadlines.
Demonstrates passion for technology and technological trends.
Project Management Professional (PMP) certification is considered a strong asset.
Ability to work overtime evenings and occasional weekends and provide coverage as required.
