Job Overview:
This position is primarily located at Naval Base Coronado North Island, San Diego but requires travel to Naval Base San Diego (NBSD), Naval Base Point Loma (NBPL), and Naval Base Coronado Naval Amphibious Base (NBC NAB). The Project Engineer is responsible for supporting the NAVFAC Environmental Services' Industrial Waste and Oily Waste (IWOW) collection systems (the Project) maintenance and operations program. The Project Engineer is responsible for the engineering management, supervision, planning, and overall operation of the IWOW facility supporting the greater San Diego metropolitan area. This position includes technical management and regulatory compliance to support the operation and maintenance of the IWOW collection and treatment systems throughout the San Diego metropolitan area.
Key Responsibilities/Accountabilities:
Oversees operations and maintenance manuals for facilities used to treat wastewater
Prepares project progress reports
Coordinates with in-house staff, other Naval activity customers, equipment vendors, and consultants to ensure facilities are operated to achieve efficient treatment of wastewaters
The Project Engineer will apply codes, guidelines, and regulatory requirements, as well as the ability to generate or review the documentation, to demonstrate compliance with the regulations and permit conditions for the facilities.
The Project Engineer assists in the operation and maintenance of storage and treatment equipment, and the installation of new equipment using the IWOW facility workforce and contractor resources.
Basic Qualifications:
Educational background requirements include courses of engineering, math, chemistry, physics, and environmental science that demonstrate the technical knowledge applicable for IWOW facility management. At a minimum, a BA or BS degree in Chemical, Mechanical, Civil, or Sanitary Engineering is required.
The position requires a professional knowledge of environmental engineering principles, industrial operation techniques, and plant management practices. Requires knowledge of and experience with materials of construction and assembly of wastewater treatment facilities, and support of ancillary equipment using piping, valves, pumps, instrumentation, and controls.
Experience with the use and application of industrial standards and publications such as the American Petroleum Industry (API), National Fire Protection Association (NFPA), National Association of Corrosion Engineers (NACE), Steel Tank Institute (STI), American National Standards Institute (ANSI), Underwriters Laboratories (UL), and ASTM International is required.
